**Job Purpose**:
The Senior Manager, Business Operations is responsible for the overall operational efficiency of the APSN by ensuring optimal resource management & utilisation, financial sustainability and business contingency planning. You will also provide expert advice to the CEO and lead the modus operandi of operations teams (direct-Shared Services and indirectly-Schools) to ensure that the facilities are safe and secure for all stakeholders, vendors and visitors.

**Key Responsibilities**:
Estate/Facility Management (including safety and security)
- Oversee the estate management of all APSN facilities and managing contractors (government & regulatory authorities and general) on estate maintenance, improvement work and overall hygiene and cleanliness of the various facilities.
- Review and maintain safety and security measures to ensure that school/centre/HQ premises remain safe and secure for all our stakeholders, including conducting regular checks on premises to ensure its safety and guard against vandalism and potential hazardous episodes.

Leadership
- Responsible for the Operations lead of a team and for the delivery of the overall operational metrics & organisation targets set by CEO and Board
- Responsible for the development of the operations team by optimising the skills of the members
- Responsibility and accountability for the operational performance of the client areas (School/Centre) and for exceeding targets of all required metrics
- Ability to demonstrate achievement of results (e.g. business improvements and cost savings where applicable)

Enterprise Risk Management and Business Contingency Management
- Identify enterprise and operational risks (existing and emerging) that may impact people, products, services, reputation and brand-name of APSN.
- Develop schemes and controls to mitigate and/or reduce the impact of these risks.
- Develop plans to prevent and enable recovery of business operations/processes by ensuring the quick turnaround down-time of the organisation.

Compliance to Standard Operating Procedures (SOP) and Work Instructions (WIs)
- Review and put in place sound and robust systems and procedures to standardise operational efficiency and effectiveness.
- Ensure adherence to SOP and WIs where breaches are identified, to recommend relevant solutions to address the breaches.
- Continually review and improve systems and processes to ensure its relevance and effectiveness.

Organisation Development
- To formulate and develop the short, mid and long term goal for the association OD journey
- To work with the various stakeholders and drive the requirements needed for ISO9001/ISO37000
- To work with NCSS and other regulatory agencies on the funding requirement for all OD initiatives.

Projects Management
- Co-drive the strategy with the CEO to set up social enterprises.

Customer/ Beneficiaries
- Work with and through key stakeholders (Board, SMC, ACMC, CEO, senior management and staff) within APSN to deliver on functional responsibilities.
- Establish meaningful relationships with external agency and stakeholders (Government and regulatory agency, vendors, contractors, suppliers, etc) to obtain synergy and long term collaboration.

Financial
- Ensure that projects/systems and processes are recovered with minimum down-time.
- Ensure that projects are managed within the given budgets and timeline.
- Conduct cost-benefit analysis to achieve optimal returns on invested dollars.

People
- People Manager
- Put in place development plans for team members to enable their personal and professional growth in APSN.

**Job Requirements**:

- Minimum Degree with 15 years of working experience in facilities management and ISO certification and at least 10 years as a People Manager
- Expert knowledge in estate and facilities management; crisis & business contingency management and project management
- Working knowledge of industry’s best practices
- Familiar with local regulatory requirements relating to safety, security, building and environmental standards
