**Background**
KidSTART is a national programme run by Early Childhood Development Agency (ECDA) to provide support to low-income families with young children (0 to 6 years old). KidSTART aims to enable children to have a good start by supporting parents with child development, coordinate and strengthen holistic support for families where needed, and monitors the developmental progress of children from birth onwards. The programme also aims to build an ‘ecosystem of support’ around the child. Multi-disciplinary professionals and the community work together with parents to respond to the needs of the child and his/her families.
Tasek Jurong Limited will be conducting proactive outreach to eligible children and families for the programme, and to provide last-mile support to the families. We aim to:
- Achieve positive child outcomes
- Provide holistic support to families
- Improve parent-child outcomes and
- Coordinate eco-system of community support
**Child Enabling Executive**
Child Enabling Executives (CEEs) will be providing targeted assistance to low-income preschool-aged children (0-6 years old) and their families who present moderate to high needs. The assistance rendered will be child-centric and CEEs will have to work closely with other government and community agencies, and preschools to provide holistic support to the families. Additionally, CEEs will have to provide knowledge and skills to families with young children. You will be working in the community as well as in preschools.
**_Responsibilities: _**
a. Conduct KidSTART tool for KSG/ESP children flagged by KSG
facilitators and preschool teachers.
b. Develop child-centric case plan for each child identified with
moderate/high needs according to the KidSTART protocol for follow
ups;
c. Monitor and track attendance at preschools or KSG and address any
barriers at attendance (which may require engaging parents via
home visit, at pick-up/drop-off timings at preschools, at KSG, or other
parent engagement platforms organised by preschool/KSG);
d. Attend and convene case conferences, where necessary, with KSG
facilitators, preschool teachers and principals, KidSTART MDT, and
other agencies (e.g. Social Service Offices, Family Service Centre, etc.)
to coordinate support for children and their families at a systemic
and case level (e.g. ComLink);
e. Provide last mile delivery of support to families (e.g. accompanying
parents and their children for further health checks);
f. Support and ease transitions across KidSTART components,
transitions to primary school, and withdrawals from preschool and
KidSTART;
g. Document case plans and notes of meetings/case conferences;
h. Work with other KidSTART practitioners for families with children/the
same child enrolled in multiple KidSTART components to ensure that
there is a clear key worker and coordinated case plan;
i. Support the needs of other children between 0 and 6 years old in the
family if they are not known to other KidSTART components;
j. Attendance for KSG and ESP:
- For deployment to KSG, a CEEs is expected to attend each group at
least twice a month;
- For deployment to ESP, a CEE is expected to be present at each
preschool at least once a week.
**_Qualifications & Experience: _**
- Degree or higher certification in Social Work and/or Early Childhood or equivalent
- Background in Social Work / Early Childhood / Student Welfare Office
- Experience in the social service sector
- Experience working with low-income families
- Experience working with young children is an advantage
- Able to work closely with community partners and stakeholders to render support to families
