Assistant / Manager (Hiv Registry Team)

**JOB SUMMARY**

To oversee public health functions and the administrative management of the National HIV Registry and Surveillance team, by supervising staff who perform HIV data collection, contact tracing, collation of surveillance indicators and report generation at the National Public Health and Epidemiology Unit.**MAIN DUTIES AND RESPONSIBILITIES**

SPECIFIC- ** Oversee National HIV Registry team in performing case investigations and contact tracing**
- Ensure that data for the National HIV Registry is collected and entered into the Registry in a timely and accurate manner by the staff of the National HIV Registry team
- Work with the case interview and contact tracing lead within the National HIV Registry team to ensure all newly diagnosed HIV index cases are promptly investigated and interviewed where possible
- Work with the case interview and contact tracing lead within the National HIV Registry team to ensure contact tracing operations are promptly and thoroughly performed, including to collate information on contacts and ensure that where appropriate these contacts are verified, traced and informed promptly
- Oversee processes pertaining to enforcement of HIV policies, such as serving of legal orders on non-compliant patients to submit to medical examination/interview for disease control purposes, and the submission of reports detailing outcomes of such examinations and interviews
- Ensure timely and accurate reporting of programme indicators for case investigations and contact tracing
- Oversee interface with appropriate support teams where amendments and troubleshooting are needed for the national HIV registry system.
- Produce and review documentation for standards, policies and procedures related to collection of data and contact tracing
- ** Manage data of key programmes related to national HIV surveillance coordinated by NPHEU**
- Review routine reports generated from the National HIV Registry system and supervise team in preparing these reports
- Supervise the staff who coordinate with other NCID units and external agencies for other HIV surveillance programmes (e.g. sero-surveillance, genomic surveillance programmes, UNAIDS 90-90-90 indicators)
- Review and justify the scope and budgets for above surveillance programmes
- Review the data and reports from these programmes before organizing the submission of the reports to relevant agencies (e.g. Ministry of Health, UNAIDS)
- Respond to requests for ad-hoc reports and other data from above surveillance programmes
- Coordinate with key partners to drive process improvement for HIV surveillance programmes such as the use of new methodologies, information systems or laboratory assays
- Work with NHIVP and other key partners to initiate new surveillance programmes for HIV where needed
- ** Assist in HIV public health research**
- Facilitate availability of adequately de-identified HIV data to authorized parties for the purposes of HIV public health research
- Contribute to the interpretation of HIV public health research which rely on or refer to surveillance data generated by programmes managed by the National HIV Registry and Surveillance team
- Work with NHIVP and other partners to identify existing gaps in HIV public health research and contribute to the development, implementation and analysis of additional studies and pilot surveillance projects

GENERAL
- Oversee operations of the National HIV Registry and Surveillance team including management of manpower and budgets, including:

- Supervision of staff in the unit
- Perform staff appraisals
- Staff development

Perform any duties assigned by his/her supervisors.**JOB REQUIREMENTS**

EDUCATION- Relevant degree, with at least 8 years of working experience
- Bachelor's degree or higher in relevant field; having undergraduate or graduate coursework in computing and/or statistics, data analysis or research methods would be an advantage.
- Relevant postgraduate qualification, especially in public health, epidemiology or statistics would be an advantage.

EXPERIENCE- Experience with interpreting data, writing technical reports, and making presentations based on such data and reports
- Familiarity with research methods used in public health
- Experience with project management
- Work experience within public healthcare institutions or public health sector
- Experiencing in managing staff (as the direct reporting officer) or project teams
- Strong communications and interpersonal skills
- Good written and verbal communication
- High integrity with the ability to maintain confidentiality
- Adaptable, goal-oriented, self-starter who is pro-active and able to work under pressure as well as in rapidly evolving environment
