**Job Description**:
The Medical Epidemiologist - Epidemiology & Analytics in the National Public Health and Epidemiology Unit (NPHEU) provides medical, epidemiologic, scientific, and technical leadership and input to the design, optimisation and execution of prevention and control activities, as well as the design, conduct, analysis and reporting of surveillance, and research activities related to infectious diseases of public health concern. The role necessitates working closely with government agencies, academic institutions and healthcare professionals.
Lead, develop and support national epidemiology and public health programmes within NCID, expand current knowledge of issues of public health importance, provide data and propose practices or policies that will promote and protect public health.
Lead and/or support Head (NPHEU) in conducting epidemiologic investigations, epidemiologic studies and outbreak investigations.
Design, maintain, and use databases and disease registries for evaluation of public health programmes and epidemiologic research. This includes enhancements to existing processes and IT platforms, and development of algorithms for extraction and collation of electronic data from disease registries, clinical databases, and electronic health records.
Ensure the security of databases and registries, as well as the confidentiality of data, in liaison with the data executive and the Ministry of Health.
Design, plan, conduct, analyse and report epidemiological studies to provide evidence supporting enhancements to the National HIV, STI, TB and other public health programmes.
Serve as a consultant and expert on epidemiologic methodology and data relating to infectious diseases of public health importance within and external to Singapore. This includes working with the ID Research and Training Office on public and professional education.
Conduct training and research to continuously advance the field of epidemiology.
Develop strategic collaborations between NPHEU and stakeholders from within and outside NCID.
Recommend the amount of resources to be devoted to individual projects.
Provide or arrange for the specific administrative or technical training necessary to accomplish individual and team tasks.
Support (where relevant) the work of assigned team members by making and reviewing work assignments, establishing priorities, coordinating activities, and resolving work-related problems.
Participate in the selection, assignment and supervision of epidemiology and other professional staff.
Design, prepare, and review reports from secretariats, analyses of data, literature reviews and other information.
Provide guidance and review in the development of reports and other documents to ensure they follow operational protocols and accurately reflect the policies and position of NCID.
Develop and provide evidence-based recommendations, in consultation with Head of NPHEU, to the Ministry of Health on the prevention and control of infectious diseases of public health importance.
Disseminate data, information and findings to authorised persons and agencies, while safeguarding data security and confidentiality.
Provide cross-coverage of colleagues in NPHEU when necessary.
Carry out any other duties as may be reasonably required by the Head of NPHEU or the Executive Director of NCID.
It should be noted that the work of the Unit is of a confidential nature and must not be communicated to other persons except when required for authorised purposes.
**REQUIREMENTS**:
EDUCATION
Possess a basic medical degree (MBBS or MD) and a master’s degree in epidemiology, public health or a closely related field.
Preferably a public health specialist registered with the Singapore Medical Council, but non-registered persons may also apply.
EXPERIENCE
Previous work experience in public health agencies or health related settings such as hospitals, public health organisations and academic institutions. This includes active involvement in public health committees and experience in the design or enhancements of public health programmes.
Knowledge and experience in the principles and practice of epidemiology and analytical work. This includes knowledge in areas of data management, data transmission, data security, data quality, data analysis including descriptive statistics, graphics and data reporting.
Experience in report writing, manuscript preparation and publication.
A strong track record indicating the willingness to take initiative, a commitment to protecting public health, and involvement in interdisciplinary research and collaboration.
Effective communication with good interpersonal skills and the ability to work with a variety of people.
Preferably possess an active research portfolio in the field of communicable disease epidemiology
