**What the role is**
Youth Residential Service (YRS) is responsible for the rehabilitation, protection and reintegration of youth placed in secure care at the Singapore Boys’ Home (SBH) and Singapore Girls’ Home (SGH). The Homes are gazetted as a Juvenile Rehabilitation Centre for youth offenders dealt with by the Youth Court and as a Place of Safety for youths admitted on a Family Guidance Order, Care and Protection Order or under the Women’s Charter.
**What you will be working on**
The Job Holder will supervise the Corporate Service (CS) unit of SGH comprising 5 staff to provide timely administrative office support, financial/ budget support, procurement, contract management, facility management and logístical support services. The Job holder will be stationed in SGH.
Your work includes the following:
Administrative Office Support
1. Manage administrative related work comprising provision of meals and supplies, management of official equipment (i.e. handphones and iPads), administration of virtual taxi/private hire car corporate programme, archival of official records, etc.
2. Oversee asset management, including purchase, tracking and condemnation.
Financial/ Budget Management
3. Prepare yearly budget, quarterly cashflow and 5-year block budget.
4. Assist with audit queries from internal/external auditors and conduct surprise checks on maintenance charges/pocket money.
5. Ensure proper maintenance of financial records and provide prompt and accurate financial submissions to relevant stakeholders.
Procurement and Contract Management
6. Provide guidance to officers in YRS in the procurement of goods/services and ensure that the processes and documentation comply with IM procurement guidelines.
7. Oversee the contract management of all procurements under the purview of CS for both SGH and SBH.
Facility Management
8. Oversee the Facility Management Agent on building cleanliness and hygiene, preventive and corrective maintenance works and negotiations of project quotations and timelines.
Logistical Support
9. Oversee the scheduling of the use of company van and other logístical support, e.g. room set-up for meetings, visits, trainings or other purposes.
**What we are looking for**
1. Tertiary education in Business or Accounting with at least 3 years of related working experience in finance, administration and facility management, preferably in an institutional or residential setting. Knowledge in public sector procurement is preferred.
2. Proficient in MS Office Applications. Competency of use in Microsoft Word and Excel is a pre-requisite.
3. Team player who is comfortable working through ambiguity and in a fast-paced dynamic environment where independence, positivity and adaptability are required.
4. Well organised and meticulous with the ability to multi-task.
5. Good communication (verbal and written), collaboration and interpersonal skills.
