The incumbent will support the Costing, Pricing and Systems (Finance) for Regional Health System (RHS) Office towards achieving Population Health goals under Healthier SG. He/she will provide end-end business partnering with the RHS Leads and Operations teams relating to charging workflows and identification of cost drivers. This would require the personnel to establish a good understanding and knowledge of the existing processes, a strong background of healthcare processes and systems and have knowledge and skills of data analytics will be an added advantage. In analysis, both qualitative and quantitative techniques are applied to turn data into insights and recommend actionable for implementation.
- **Costing of new initiatives and services**
- Liaise and work closely with various stakeholders in performing actual cost calculation and identify opportunities for process and efficiencies improvement.
- Perform annual cost refresh/ updates on initiatives and services.
- Support, review and implement new MOH policies by analyzing requirements, include determining feasibility, cost, time and resources required (where applicable).
- Perform regular costs refresh of patient services in accordance to established healthcare costing methodologies
- Provide end-to-end costing and related works on patient service codes
- Produce concise and value adding reports for regular performance reviews with senior management.
- **Pricing of new initiatives and services**
- Liaise and work closely with various stakeholders to establish pricing on existing and new services or initiatives.
- Have an appreciation of the various patient settings and ensure price comparability across settings
- Rationalise and formulate price revision proposal in meeting financial sustainability, taking into consideration patient bill impact.
- Ensure pricing of patient services within the NUHS institutions are comparable and within established benchmarks and parameters, as well as in accordance to NUHS and MOH pricing and subsidy policies.
- Produce slides and analysis for update to senior management on bill comparison and bill impact.
- Responsible in the execution and smooth delivery in any revision in prices with all stakeholders.
- Prepare slides and financial analysis for the update to senior management
- Provide guidance on the pricing parameters for the annual Budgeting cycle
- **Projects and systems implementation**
- Involve to provide inputs for finance related matters for any new systems set up.
- Participate in national systems rollout and any cluster specific systems in support of the implementation of Healthier SG
- Be an active contributor to the successfully and timely implementation of systems and on-going maintenance.
- **Others**
- Be a financial resource - able to provide sound financial and practical advice to internal and external stakeholders.
- Collaborate with stakeholders to identify available and relevant datasets and make strategic recommendations on such collection, integration and usage;
- Provide on-going metrics for initiatives, contribution to improvements, as well as monitoring performance of decision made on pricing and costing matters;
- Able to work well with multi stakeholders internally and externally.
- Any ad-hoc projects/tasks assigned by the Reporting Officer and Head of Department.
**Requirements**:
- Minimum Bachelor of Accountancy, Business, Business Analytics, Statistics or Economics; or ACCA and/or CIMA
- At least 4-6 years of relevant working experience
- Strong sense of business acumen and stakeholders' engagement to understand the organisational issues and challenges
- Numerate, meticulous and possesses analytical aptitudes to make sense of complex data from multiple sources to translate into financially viable recommendations in a succinct and graphical way
- Good quantitative skills and data literacy, with knowledge of Excel, SAP and Microsoft Office suite
- Proficient in data visualisation tools, like Tableau, to transform quantitative analysis into compelling visuals a plus
- Familiarity in Python, R or similar programming languages a plus
- Adaptable, creative, have a bias towards action, able to work in unstructured and not-well defined work scopes, and able to work well with multi teams and stakeholders’ environment
- Exhibits high degree of initiative and independence: Demonstrates the ability to acquire and develop in depth knowledge require for to function effectively and proficiently. Inquisitive, meticulous and possess good logical, analytical and process flow skills.
- Team player with effective and clear communication skills.
