**JOB FUNCTION: Market Data Services Buyer**

**DEPARTMENT: Regional Procurement Singapore**

**DIRECT REPORTING TO: Regional Head of Procurement Asia**

**Overall Function**

Regional Procurement Asia, based in Singapore, delivers support to Stakeholders for all purchases for and on behalf of ING for all ING Asia Locations. Procurement is responsible for Source-to-Contract and Request-to-Pay.

Within the team, you will be responsible for the Market Data Services and the provision of timely Market Data solutions at cost effective rates to the ING Branches in Asia.

**Main Responsibilities**

In charge of the Market Data Services Procurement scope, in particular:

- Negotiate all regional / local contracts with Market Data providers and liaise with relevant stakeholders to ensure contracts comply with ING and legal requirements.
- Drive cost savings within the market data subscriptions in the Asia Region.
- Develop and maintain relationship with Business Stakeholders to understand their strategy, products traded and how market data is being used.
- Work closely with Stakeholders Business Managers to create cost allocation rules for Market Data costs.
- Provide business with regular cost reports/analysis and cost saving initiatives.
- Develop strong relationships with vendors across the region, understand future strategies/products, evaluate, and recommend new products or services to the business; provide feedback to ensure future product offerings meet the requirements of ING Group users.
- Assist the business with management of projects involving Market Data and Trading systems. Ensure these projects are delivered professionally within agreed timescales and budget.
- Ensure global projects, initiatives and reports are delivered to Global Team by the agreed deadlines.
- Work with the Global Market Data team to ensure Asia is represented in global agreements and decisions relating to Market Data.
- Ultimate point of escalation of Market Data issues including cost allocations inventory, invoices discrepancy, delivery, content, and functionality in Asia.
- Work closely with business to prepare on the upcoming year’s market data budget

**Profile**
- University graduate with minimum 5 years + work experience in Market Data Services or Procurement in Financial Institutions
- Service oriented with the ability to interact with all levels of management regionally
- Familiarity with procurement process and/or contract management
- Energetic, positive, self-motivated individual, who displays a drive and willingness to succeed
- Ability to work independently and within a team with mínimal supervision
- Strong communicator, with excellent verbal and written communications skills, able to deal with multiple stakeholders
- Ability to evaluate pricing and options and provide recommendations
- Full understanding of contractual agreements & commercial terms
- Experience / Interest in working in an international / multicultural environment
