Reporting to institutional management, with additional cross-support to shared HQ services, the Business Finance and Resource Manager will undertake sound verification of financial processes within the institution, and provide accurate reports, modeling project expenditures and tracking resource matrices. Working within a standalone reporting unit within A*STAR, you will be working to adapt and align financial processes across project teams, providing management with insights on strengths and gaps, as well as making possible forecasts and planning, for responsible fiscal management.
This is a role with intended line management responsibilities.
**Responsibilities**:
Review, build & drive robust internal financial and operational processes within the organization, identify opportunities for refinement to mitigate risk and add value, and ensuring that these are up to date with best practices
Work closely with Finance Shared Services at HQ to Prepare Monthly P&L and perform budget variance analysis, with a viewpoint particular to the institution
Drive the annual budgeting and monthly forecasting process with internal units
Support and manage different stakeholders in resource planning and allocation
Prepare management reports to support strategic decision-making and forward planning, and ensure optimal allocation and utilisation of the institute’s resources, leveraging on technology solutions such as data analysis and visualisation tools
Develop and implement strategies to optimise funds management and utilisation to contribute to SICS’s strategic priorities
Understand the internal and external landscapes of the institute and anticipate challenges relating to resources and funds planning purposes
Qualifications & Requirements
Accounting or Business Administration Bachelor’s degree or equivalent experience required
Advanced experience with Microsoft Excel is a must. Data visualization or databasing experience would be ideal
Analytical mindset and ability to prioritize complex data, quantify assumptions
Sensitive and insightful, with ability to communicate clearly and effectively to stakeholders
Prior work experience as a team leader or supervisor
Prior experience with non-profit finance or grant finance administration would be advantageous
