This position exists to support the procurement of offshore and marine project equipments, ship systems and tools assessing vendors for service quality and maintains good relationship with stakeholders to ensure effective collaboration to meet customers requirements.
**Job Responsibilities:
**Procurement Management**
- Independently interface with project team members/user departments on the procurement of project equipments, ships systems and tools, reviewing Requisition Order / Technical Specification upon receipt and to control project procurement cost below budget
- Responsible for sourcing and identifying potential service providers, evaluating and approving quotations to ensure that they meet the required technical and commercial specifications
- Prepares commercial bid evaluation reports, PO and documentation for procurement activities, ensuring purchase contract has been clearly addressed to the agreed specification requirement, terms and conditions under the supervision of senior team members
- Excel in supplier negotiations using multiple approaches to achieve the best value/deal out of each and every deal
- Ability to summarise sourcing recommendations and ability to convince stakeholders to the recommended sourcing decisions
- Executes project procurement plan to ensure that all awarded orders are technically and commercially procured at best value in a timely and accurate manner under the supervision of senior team members
- Coordinates with vendors on factory test schedule for testing and commissioning at site
- Organises procurement related meetings, communicating with customers, section representatives, cross function project teams (e.g. Engineering, Project Mangement and Production and etc. to provide inputs on procurement milestones, delivery schedules and technical or commercial issues
- Leads identification, development and reporting of category management initiatives for cost savings
- In order to provide adequate support to ensure smooth procurement process in all projects and to meet internal compliance and policy requirements at all times
**Procurement Improvement**
- Evaluates and qualifies new vendors to shortlist and recommend vendors into the AVL, performance evaluation of existing vendors for improvement under the supervision of senior team members
- Responsible to report NCs on procurement activities and identify root cause for analysis to rectify all the reported NCs, ensuring all measures are in place to prevent recurrence of similar issues
- Prepares audit for procurement activities and provides information for audit close-out to resolve issues raised, documenting and maintaining reports for further process improvement
- Proposes and implements process optimization to Procurement Management and Control procedures and platforms
- In order to provide effective reviews and deliver improvement in procurement activities
**Procurement Team Collaboration**
- Works with other procurement team members as required to achieve functional objectives and deadlines
- Provides support in various projects as required to promote cross-functional learning and development, balance team workload and enhance overall team productivity
**Job Requirements**:
- Bachelor’s degree in Purchasing/ Business Administration/Engineering, or related disciplines
- 3-5 years of working experience in procurement functions
- Experience supervising procurement activities
- Ability to understand and comply to dolphin polices & procedures for procurement
- Ability to understand and comply to Company’s polices & procedures and Code of Conducts
- Ability to understand and deploy knowledge pertaining to equipment products and services
- Full Suite of Office 365
- Ability to deploy processes in procurement digital platform ie Vendor Data Management system (VDM), JDE
