**i. Outreach**

a. Organise, execute and participate in outreach

activities (e.g. door-knocking exercises, set up and

man booths during participation in partner agencies’

events etc.) to find and recruit potential KidSTART

families or families who need assistance with

preschool enrolment.

b. Lead and organise groups of volunteers on outreach

activities.

c. Record the outcomes of outreach to determine status

of targeted children (e.g. child is already enrolled in

preschool, child is not eligible for KidSTART, child

has moved overseas, family was not contactable etc.)

**ii. Identification and Referral**

a. Receive and process referrals from a variety of

sources, including community referrals, self
- referrals, government agencies, KidSTART, and other

SSAs.

b. Seek consent from and determine the eligibility of

families for KidSTART programme components based

on the stipulated workflow.

c. For families in the region who are not eligible for any

KidSTART programmes, the KSA will refer them to

relevant help agencies to address issues outside of

the scope of the KSA and/or assist families with

preschool placement if necessary.

d. Collate and maintain accurate and complete set of

data in SSNet on children enrolled to KidSTART

programme components and/or preschool.

**iii. Engagement**

a. Support KidSTART Programme Office in mapping of

community needs and assets, as well as to

participate in engagements organised by KidSTART

Programme Office.

b. Collate needs from KidSTART families overseen by

the KSA for possible sponsorship or donation

opportunities under the Growing Together with

KidSTART initiative.

c. Assist with disbursement of sponsored items to

KidSTART families and the tracking of

sponsorships/donations to families in the regions

they oversee.

**iv. Support for preschool enrolment**

a. Engage the families on the importance and benefits

of preschool and explain the various programme

types (e.g. full/half-day, infant

care/childcare/kindergarten) available.

b. Explain the various subsidy (e.g. Basic, Additional,

Childcare Fee Assistance etc.) schemes for

preschool and other relevant help schemes (e.g.

Baby bonus) to the families and assist with the

c. Locate vacancies at preschools that are affordable,

accessible and meets the family’s preschool needs.

d. Accompany and assist parent/main caregiver for

financial assistance.

e. Ensure that the child attends preschool regularly,

and provide further support to the family if

attendance is not regular.

f. Engage the family to understand their needs and

assist to address all other barriers to

child’s/children’s preschool enrolment.

g. Refer families to other relevant help agencies to

address other issues faced by family outside the

scope of the KidSTART Agency

h. Follow up with referred agency to ensure that

family’s needs are being addressed.

**v. Recruit and Manage Volunteers**

Pre-deployment

a. Surface volunteer needs to KidSTART Programme

Office and assist with matching volunteers to

activities.

b. Conduct briefings or training to volunteers before

their deployment.

Deployment

a.Work with KidSTART practitioners to supervise

volunteers’ involvement in KidSTART activities, e.g.

giving instructions on-site on volunteer roles.

b. Work with the KidSTART Programme Office to use

the Volunteer Management System to track

volunteers’ involvement.

c. Work with ECDA to process claims submitted by

volunteers, e.g. transport.

Post-deployment

a. Engage volunteers to seek feedback of their

experience.

b. Work with ECDA to nominate volunteers to receive

MSF Volunteer Award, or to organise appreciation

for volunteers, e.g. distribute tokens or organise

appreciation event, or to identify potential

volunteers to be featured at publicity platforms.

c. Provide inputs to ECDA’s efforts in developing

volunteer management policies, e.g. risk

management, reimbursement of claims, supervision,

capability development.
