**Duties**:
**DUTIES AND RESPONSIBILITIES**
- Serves as the designated program manager of sexual assault victim support services, oversees local implementation and execution of the Sexual Assault Prevention and Response (SAPR) Program, and ensures comprehensive victim services are provided through a coordinated community response.
- Coordinates with other victim support resources, such as chaplains and medical treatment facilities (MTF), to meet victim needs.
- Appraises performance of the SAPR Victim Advocates and ensures quality and continuity of the care.
- Provides case management of all reported cases of sexual assault in their Area of Responsibility (AOR) from initial report through final disposition.
- Ensures all unrestricted reports of sexual assault are presented monthly to the Sexual Assault Case Management Group (SACMG) until transfer/closure.
- Conducts ongoing assessment of consistency and effectiveness of the SAPR Program and service care system within the installations in their AOR and supports the development and implementation of the installation SAPR Program and all tenant Naval commands.
- Tracks the status of the SAPR Program within their AOR: issues, trends, areas needing improvement, effectiveness of local case management, and installation climate.
- Ensures victim advocacy services includes the capacity to respond by telephone and in person 24 hours a day, providing support and assistance to victims of sexual assault, including response within 60 minutes of the referral, either telephonically or in person and procedures for contacting volunteer advocates, as well as specific protocols that govern the duties and responsibilities of the SAPR Victim Advocate.
- Uses standardized curriculum, as provided by CNIC HQ SAPR, to commands and SAPR Victim Advocates (VA), SARCs, and other SAPR trainings as requested.
- Coordinates and implements marketing materials and other tools to support the SAPR Program.
- Coordinates with commands to ensure command SAPR personnel are properly trained to provide briefings to commands to enhance awareness of sexual assault issues such as proper reporting procedures, maintaining victim confidentiality, and available victim support services.
- Interfaces with military and, if available, civilian agencies to identify relevant resources and means of accessing appropriate services to promote availability of victim advocacy services and support systems.
- Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events.
- Collaborates with local community crisis counseling centers, as needed, to augment or enhance the installation SAPR Program.
- Incumbent serves as a consultant and instructor on a variety of WFL topics and issues. Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc.).
- Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community based resources.
- Implements and monitors service provisions to evaluate and ensure client satisfaction and effectiveness.
- Works independently to provide guidance and training to deliver course curricula and prepare accompanying resource materials.
- Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation.
- Develops, coordinates, conducts and evaluates workshops, seminars, general military training, etc., for customers within specific areas of responsibility, such as Career and Transition Support, Deployment Support, Personal Financial Management, Relocation Assistance, and Information and Referral.
- Maintains relationships with on-and-off base agencies, private organizations, advisory councils, special interest groups and other resources that may be beneficial in supporting program initiatives.
- Conducts needs assessments to address programmatic changes, using interview data and changing demographics to identify and analyze local and national trends and issues.
- Develops operating policies and procedures, programs, classes/seminars, promotions, integrated program delivery with other installation/region/agency staff.
- Prepares and assists in informative/instructional presentations, correspondence and binding agreements such as memoranda of understanding to formalize agreements and roles.
- Designs and establishes effective ongoing public information, marketing, and public relations campaign that promote participation in programs.
- Performs other related duties as assigned.
