**Duties**:
This position is in the U.S. Department of Labor (DOL), Office of the Secretary (OSEC), Office of Management Support Services (MSS). The MSS Director provides essential leadership and policy direction for the team to accomplish the mission. The incumbent serves as a Program Manager and supports the OSEC and MSS leadership, providing program management work in a wide variety of topics relative to the operational and management oversight responsibilities.
The purpose of this position is to serve as an Agency expert for the management of the Freedom of Information Act (FOIA) and Privacy Act (PA) programs dispersed nationwide. The work involves administering, analyzing, establishing, disseminating, or managing government information. Government Information Specialists advise agency management and ensure compliance with Federal laws governing the flow of information. The work also involves the safeguarding of government information while supporting accountability and transparency.
- Analyzes requests for information and records under the FOIA.
- Compiles and prepares informational FOIA statistical reports for review.
- Conducts timely updates of the Freedom of Information Act Case Management Tracking System to ensure actions are logged in and respond to cases in a timely manner.
- Interprets and applies applicable statutes, rules, regulations, and executive orders as they pertain to FOIA requests.
- Performs FOIA training to ensure compliance with Department-wide FOIA program administration.
- Performs other duties as assigned.

- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
**Qualifications**:
- Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service.
- Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
- **Qualifying specialized experience for GS-09 includes**:
- Conducting updates of the Freedom of Information Act (FOIA) tracking system and processed responses in a timely manner.
- Processing simple to complex FOIA requests.
- Performing administrative duties for an organization (e.g. records management, writing/editing documents, reviewing documents).
**You may also qualify by meeting education requirements**:
Master's or equivalent graduate degree
- or
2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
- or
- A combination of specialized experience and graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position.
**Education**:
If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum coursework requirements for this position. This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
