We are currently seeking an IT Project Management and Procurement Specialist to join our team and contribute to our mission of enhancing Singapore's competitiveness as a trusted ICT hub for citizens and businesses.

**A brief summary of your job responsibility**:

- Manage and execute the procurement of ICT systems, goods and services in a timely manner. This includes the preparation of all procurement deliverables for each procurement project assigned;
- Be part of various project teams to complete the procurement project on time;
- Provide business perspective in project teams;
- Draft, review and refine structure of tenders, contractual terms and requirement specifications for the procurement of the ICT systems, good and services;
- Understand the government procurement policy and advise project teams on meeting such policies while enabling project needs to be met;
- Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks;
- Review proposals from suppliers;
- Review, clarify and negotiate business requirements with suppliers;
- Perform billing governance and operations to ensure business sustainability and adequate cashflow;
- Interact closely and partner with the business units to provide billing support and analysis;
- Handle month/year-end closing of billing and accruals;
- Ensure billing functions are executed within the stipulated deadlines or/and tender specifications;
- Engage vendors in relation to billing matters such billing disputes and draw up the billing framework for vendors' compliance;
- Work with auditors and awarded vendors on vendor's billing audit matters;
- Use of billing templates and validation tools to ensure billing governance and processes are adhered to;
- Drive innovation on work processes;
- Monitoring and Track Project Expenses and Timeline;
- Ensure that records and documentation of projects and related issues are kept updated; and
- Any other duties that may be assigned

**Requirements**:
**To succeed in this role, you will ideally have**:

- Be familiar with Government IM on Procurement
- Minimum 8/10 years of relevant working experience, preferably in both procurement and billing;
- Good knowledge of government infocomm environment;
- Good knowledge of ICT Procurement and contract management practices;
- Ability to communicate effectively across all levels;
- Team Player and Self-Motivated;
- Able to consolidate multiple streams of information into a cohesive whole; and
- Good command of the English Language, both written and spoken.
- Proficient in Microsoft Office in particular Microsoft Excel and Powerpoint.
