Chief of Digital Transformation

**Overview of Role**

The Chief of Digital Transformation (CDT) architects IMDA’s Digital Future and drives IMDA’s digitalisation agenda by leveraging digital technology to innovate and transform business operations and processes. The incumbent will look across departmental and corporate boundaries to develop a common digital transformation strategy and champion it. This is achieved by:

- Formulating a “_Digital-to-the-Core_” vision for IMDA to be at the forefront of digital innovation
- Driving and accelerating development and execution of the digital transformation strategy and technology roadmap.
- Setting the organisational direction for a technology enabled transformation guiding the integration of operations and technology
- Driving development of policy and governance frameworks for data and emerging tech
- Driving partnerships and engagements by understanding of business needs, capability gaps and supporting stakeholders’ transformation journey

The collaborative and consultative nature of the role requires a capacity to work with people at all levels in the Organisation and with people from many backgrounds. The position is supported by the CIO and IT Department; and a Digital Transformation Office (DTO) under IMDA’s Corporate Group overseen by ACE(Corporate).

The role requires a technical foundation in various tech specialisations across the ICT&SS sector and strong proficiency in various horizontals and organisational competencies.

**Chief of Digital Transformation (CDT)**
- Scope_
- Envision and align the use of technology for internal and external stakeholders
- IMDA’s Digital Strategy and Tech Roadmap_
- Evaluate emergent digital capabilities against strategic priorities through the conduct of environment and horizon scans to keep up with tech trends and emerging tech
- Establish the vision of technology transformation for IMDA to be “_Digital-to-the-Core_”
- Define business requirements for digitalisation efforts
- Develop tech/product strategy and planning to drive IMDA’s ASDF (Architects of Singapore’s Digital Future) strategy
- Project Portfolio & Tech Stack Management_
- Develop a digital project/product portfolio and roll-out plans for all projects
- Establish key milestones, deliverables, and metrics in project development
- Implement and monitor the progress of digitalisation initiatives across IMDA and provide updates to key stakeholders for prioritisation
- Plan and manage IMDA’s Tech Stack
- Organisational Digital Innovation Portfolio_
- Influence and evangelise new and emerging tech to shape the direction for IMDA
- Drive digital process innovation across IMDA
- Operations_
- Align internal and external technology transformation, and align with strategic priorities
- Maintain oversight of baseline operations within IMDA. With CIO supporting, partner with relevant ministry/agencies to ensure uninterrupted and sustained operations in IMDA. This includes anticipating and reacting to cyber security incidents
- Policy and Governance_
- Establish overarching principles for governance of use of technology within IMDA in compliance with relevant standards (e.g. IM8)
- Stakeholder engagement_
- Engage key leadership to influence/shape organisational and sector direction thru tech transformation
- Engage lead agencies and sector stakeholders to drive horizontal integration for product development and management, as well as policy and governance
- Capability development_
- Identify and prioritise manpower capability gaps on emerging tech and digital skills based on engagement and assessment

**Expected Skillsets**
- Minimum of 8-10 years’ experience in a similar role developing digital strategy
- Proven track record of leading successful digital transformation projects
- Understand IMDA’s core business processes and associated technical solutions
- Managing multiple project portfolios including operations & compliance
- Have an innovative and disruptive mindset, constantly looking forward and pushing boundaries
- Experience managing and leading a digital team
- Proven influencing and collaboration skills

**Expected Qualifications**
- Degree in technology or engineering
- Relevant certifications e.g. Agile, Design Thinking would be an advantage

Position will commensurate with experience.

**Salary**: From $14,000.00 per month
