Senior Assistant Manager/assistant Manager

The incumbent will support the Finance Support for RHS Office and Population Health. This would require the personnel to establish a good understanding and knowledge of the existing processes, a strong background of healthcare processes and systems and have knowledge and skills of data analytics will be an added advantage. In analysis, both qualitative and quantitative techniques are applied to turn data into insights and recommend actionable for implementation.
- **Support the management accounting, budgeting and forecast activities**
- Prepare monthly management reporting analysis and work closely with the relevant stakeholders.
- Anchor the budgeting and forecasting activities of RHS Office and Population Health and support the departments in the work planning cycle.- Define and develop the processes, timeline and milestones required for the smooth planning and submission of the annual budget
- Collate, analyse and rationalize the budget for management review and reporting to senior management.
- Comfortable to work with Financing data sets and have the aptitude to be able to reconcile information ie variance explanations, costs/budget drivers, assumptions etc.
- Be a financial resource - able to provide sound financial and practical advice to internal and external stakeholders.
- Prepare slides and financial analysis for the update to senior management
- Conduct periodic operations review and cashflow management

- Perform analysis and responsible in business partnering with departments in providing financial advisory and perform feasibility analysis/ modelling on new projects (including pricing and costing of services)
- Assist in the crafting and reviewing of approval papers and proposals of new projects/initiatives on financial aspect.
- Provide support and advice to departments and project teams on operational financial matters to ensure smooth operations and timely financials update.
- Assist in designing new funding structure or mechanism together with stakeholders.
- Keep track of all the funding and grants related matters (including milestones, outcomes, submission timelines, and utilization).

- Support and coordinate the Enterprise Risk Management and Control Self-Assessment exercises
- Able to work well with multi stakeholders internally and externally.
- Any ad-hoc projects/tasks assigned by the Reporting Officer and Head of Department.
**Requirements**:
- Minimum Bachelor of Accountancy degree or equivalent
- At least 4-6 years of relevant working experience
- Have the basic knowledge in data science techniques and concepts, with understanding of its applicability in the course of work
- Good quantitative skills and data literacy, with knowledge of Excel; experience with STATA, R or Python is an advantage.
- Proficient in SAP and Microsoft Office suite
- Adaptable, creative, have a bias towards action, able to work in unstructured and not-well defined work scopes, and able to work well with multi teams and stakeholders’ environment
- Required to be hand-on and help to drive/support major projects
- Exhibits high degree of initiative and independence: Demonstrates the ability to acquire and develop in depth knowledge require for to function effectively and proficiently. Inquisitive, meticulous and possess good logical, analytical and process flow skills.
