**What the role is**
- The jobholder will be at the forefront to help develop innovative and well-informed science & technology (S&T) strategies and implementation plans for HTX, in order to sharpen the Home Team’s operations in crime-fighting, border operations, drug control, emergency preparedness and rehabilitation.
The jobholder will assist in the contingency ops planning for HTX’s Business Continuity Planning (BCP). This includes understanding the possible scenarios and scenario planning, review of the relevant Standard Operating Procedures (SOPs) and contingency plans of the Home Team Departments (HTDs), and the formulation of HTX’s SOPs and contingency plans in order to be coherent with the HTDs, to ensure HTX’s continued operation during contingency situations.
In developing the contingency plans, the jobholder will also need to understand and be responsible for managing how HTX leverages on the wider whole-of-government S&T ecosystem, and how HTX can build organic expertise while not duplicating existing capabilities. The jobholder will assist in the communication, coordination and conduct of contingency management exercises and/or workshops, to ensure that HTX staff is familiar with the roles and responsibilities required of them during contingencies, in order to transit smoothly into a contingency operation mode. The jobholder will need to undertake continuous improvement of the contingency plans based on lessons learnt from incidents and exercises.
Lastly, the jobholder will also be involved in staffing policy issues related to contingency operations, and be required to take on typical intermediary/coordination roles like coordinating between legislative teams and operational teams to enable HTX and MHA to achieve policy goals. He/she will also expect to coordinate and manage a number of MHA/HTX forums, engagement platforms and events, across all levels of stakeholders (up to political officeholders). The jobholder will be responsible to plan the programme, agenda and logistics for such initiatives.

- Possess excellent negotiation, communication (both written and spoken), and presentation skills;

- Able to integrate information from a wide range of sources in a complex environment, and synthesise them into the key issues and considerations.
- Able to effectively navigate through ambiguity with an open-minded approach.
- Generates innovative ideas and solutions that can be practically executed and bring about significant gains and benefits to the organisation.
- Expertise in formulating organisational strategies and priorities, beyond a mere amalgamation of unit-level plans.
- Ability to establish strong relationships with internal and external stakeholders.
- Relevant credentials and previous experience in risk management, business continuity, disaster recovery or contingency planning is highly desired.
**What we are looking for**
- All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
