We are currently seeking a high calibre professional to join our team as a **Country Treasurer and Head of ALCM, Singapore**.

Sitting within the Finance team, SG Treasury is a first line of defence team responsible for managing HSBC Singapore’s Treasury Risks; comprising of funding & liquidity risk, interest rate risk, capital management and recovery and resolution. The team’s responsibilities include managing HBSP’s and SGH’s balance sheets, and optimising profitability through efficient allocation and utilisation of capital and funding & liquidity, whilst ensuring prudent risk management.

**The Opportunity**

Responsibilities include the following:

- Responsible for safeguarding and optimising funding & liquidity, interest rate risk in the banking book, and capital of HSBC Singapore, as well as ensuring compliance with the MAS’ recovery & resolution requirements.
- Through end-to-end understanding of the Bank’s businesses and financial structure, safeguards and optimizes the deployment of capital and liquidity resources of HSBC Singapore, directly and working through businesses. Together with Markets Treasury, identify opportunities and optimise returns for HSBC Singapore, in line with the agreed Financial Resource Plan, risk appetite, market opportunities and associated ALCO recommendations.
- Implement Global Treasury Policies and Procedures, ensuring that HSBC Singapore fully covers the range of balance sheet risks and issues appropriate to Singapore.
- Establish strong collaborative working relationships with Global Businesses, as well as Second Line of Defence, to develop effective business strategies, with deep understanding of external market/competition and local regulations
- Support the CFO and business heads by providing recommendations on all Treasury-related matters, and engage with HBSP’s Audit and Risk Committee and Board, including running training sessions and presenting Treasury-related papers at Audit and Risk Committees. Produce the monthly ALCO pack, run and present papers at monthly ALCO meetings
- Manages the bank’s relationship with the MAS as it pertains to Treasury Risks, and plays a lead role for Singapore in providing input and expertise into regulatory matters as required, particularly as it relates to liquidity, capital and IRRBB.
- Actively participates in Finance Transformation initiatives including those driven by Regional and Group Treasury and drive own initiatives in Singapore.
- Manage a diverse team for the delivery of local and PRA regulatory reporting requirements including preparation of the ICAAP, ILAA, Liquidity Contingency Plan, Recovery Plan and Resolution Pack

**Management or Risk**
- The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking into account changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings and the impact of new technology
- This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring and by addressing any areas of concern with line management and/or the appropriate department

**Observation of Internal Controls**
- The jobholder will adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

Requirements

**What you will need to succeed in the role**:

- Commercially minded FRM optimization skills, with an ability to make decisions in a timely manner
- Strong knowledge of liquidity & capital, IRRBB, capital and recovery and resolution, including regulatory requirements
- Excellent analytical and problem-solving abilities
