Budget Analyst

**To qualify at the GS-7, an applicants must have 1 year of Specialized experience equivalent to the GS-05 grade level in the Federal Service.**

Specialized experience for this position includes:1. Experience in assisting in the preparation of budget estimates and justifications; **AND** 2. Experience in providing routine information and advice to business unit customers
- **OR**
**Education may be substituted at the GS-07 grade level **as follows:1 full year of graduate level education
- **OR**
Superior academic achievement
- **GS-9**:
**To qualify at the GS-9, an applicants must have 1 year of Specialized experience equivalent to the GS-07 grade level in the Federal Service.**

Specialized experience for this position includes:

- 1.Experience in assisting in the preparation of budget estimates and justifications; **AND** 2.Experience in providing routine information and advice to business unit customers;** AND** 3.Experience in reviewing bureau and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines.
- **OR**
**Education may be substituted at the GS-09 grade level **as follows:

- A master's or equivalent graduate degree **in a related **field of study.
- **OR**
2 full years of progressively higher-level graduate education leading to a graduate degree in a related field
- **OR**
LL.B or JD if related.
- **GS-11**:
**To qualify at the GS-11, an applicants must have 1 year of Specialized experience equivalent to the GS-09 grade level in the Federal Service.**

Specialized experience for this position includes:

- 1. Experience in preparing budget estimates and justifications; **AND **2. Experience in reviewing bureau and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines; **AND **3. Experience in interpreting OMB directives and circulars; **AND** 4. Experience in recommending reprogramming of funds as needed.
- **OR**
Ph.D. or equivalent doctoral degree
- **OR**
3 full years of progressively higher-level graduate education leading to such a degree
- **OR**
LL.M., if related
- **GS-12**:
**To qualify at the GS-12, an applicants must have 1 year of Specialized experience equivalent to the GS-11 grade level in the Federal Service.**

Specialized experience for this position includes:

- 1. Experience in performing administrative and analytical duties related to budget review, justification and preparation; **AND**
2. Experience in formulating budget estimates for multi-year programs; **AND**
3. Experience in tracking appropriations through Congress; **AND**
4. Experience in developing cost-benefit analysis of proposed budgetary and program actions.
- **GS-13**:
**To qualify at the GS-13, an applicants must have 1 year of Specialized experience equivalent to the GS-12 grade level in the Federal Service.**

Specialized experience for this position includes:

- 1. Experience in performing administrative and analytical duties related to budget review, justification and preparation; **AND**
