Singapore MHA - Singapore Prison Service (SPS) Full time

**What the role is**
- Assist Assistant Commander - Corporate Services (AC CS) to oversee Administration, Finance, Budgetary matters, Assets management, iLMS account matters, Staff well-being and the management of the Centralised Registry of Cluster C, ensuring compliance with Government Instruction Manuals (IM), Regulations and Prisons Standing Orders (PSO).
1. Working closely with related agencies such as Finance & Administrative Branch, and HQ Corporate Services division in all policies and matters involving financial, registry and fixed assets issues.
2. Ensure budgetary adherence, prudence, timely certification of invoices and proper documentations are kept for verification and audits.
3. Ensure that the Centralized Registry, including Electronic Registry System, is properly maintained for retention of knowledge management.
4. Ensure that the procurement system accounts within Cluster C and Community Corrections Command (COMC) are accurately maintained.

**What you will be working on**
- 1. To oversee the collation, planning, preparation, allocation and expansion of Cluster C and COMC’s Other Operating Expenditure (OOE) Budget. Budget Planning refers to the forecasting of expenditure using expected changes in inmate’s muster, changes in maintenance costs, new maintenance costs due to new equipment purchases, and inflation.
2. To fabricate and periodically review CS Administration and Finance processes and policies, and to assist AC CS in the implementation.
3. To oversee the management of Fixed Assets within Cluster C and COMC and ensure compliance with the relevant regulations.
4. To manage the Central Registry and ensure proper documentation for knowledge management, and as the default administrator for the Electronic Registry System.
5. To ensure timely certification of invoices and to ensure appropriate accounts are charged for the various goods and services procured by Cluster C and COMC.
6. Provides Financial Returns & Statistics requested by HQ.
7. Provide up-to-date financial roles of Cluster C and COMC.
8. To oversee unit’s well-being and competency by organising welfare activity, teambuilding and ensuring the team is trained adequately.
9. To maintain Cluster C and COMC procurement system accounts by ensuring correct roles are assigned/removed and quizzes completed by users.

**What we are looking for**
- Preferably some working experience in the area of finance or procurement.
Meticulous with strong organisational and analytical skills. Possession of good communication and interpersonal skills, and the ability to work independently as well as in a team.
