DESIGNATION : Manager, Digital Strategy and PMO

RESPONSIBILITIES

Job DescriptionNE Digital is currently hiring for Manager, Digital Strategy & PMO to join NTUC Health. Youwill be reporting to the Head of Digital and Technology.The Digital Strategy & PMO team comprises a team of Digital Strategy & Project Managers whodefine digital transformation strategy, implement governance processes and ensure successfulproject delivery which meets the business digital transformation objectives. This team in NTUCHealth works with Centre of Excellence delivery teams in NE Digital to strategise, define,prioritize, develop projects and programs.

**Responsibilities**:
1) Digital Strategy
- Support the design and development of digital strategy
- Lead a variety of strategic digital transformation initiatives from end-to-end
- Conduct insightful research to identify business opportunities
- Develop business plans and proposals for digital innovation,digital transformation and digital business
- Evaluate and propose technology investments to align technology strategywith business strategy
- Partner with senior business leaders to solve problems and create value
- Build expert-level understanding of the industry and the ecosystem, and helpto realize strategies to grow our position

2) Reporting & Governance
- Establish, monitor and report key performance metrics, project progress andbudgets for management to understand performance and return oninvestments
- Develop and cascade governance frameworks, policies and controls toensure delivery of business value
- Provide the budget and cost for projects, managing operationalgovernance and planning budget and forecast
- Define and implement governance processes for projects, procurement,enterprise risk, cybersecurity and data governance. Performing impactanalysis, mitigation and reporting.

3) Project Management
- Deliver key digital transformation projects and initiatives from definitionto closure.
- Effectively communicate project expectations to team membersand stakeholders in a timely and clear fashion.
- Ensure effective vendor management to meet stakeholder expectationsfor project delivery and service level agreements
- Submit budget proposals and recommend subsequent budget changes for ITsystems where necessary. Monitor and track project expenditure withinbudgets
- Conducts all project management activities/tasks to ensureschedule, benefit/cost, and quality goals are achieved.
- Define project scope, goals, timeline and deliverables that supportbusiness goals in collaboration with project sponsors and stakeholders
- Develop full-scale project plans, related communication documents andkeeping project documents complete and current
- Lead the project and business teams through integration testing andUAT; manage and resolve test defects.
- Proactively manage changes in project scope, identify and solve issues,identify potential risks and devise contingency plans
- Plan and manage the maintenance and upgrade of IT systems
- Manage the interfaces and integration between IT systems
- Ensure compliance, represent in audit of IT system and resolution ofaudit findings, if any

QUALIFICATIONS

**Mandatory requirements**:

- Bachelor’s/Master’s Degree, preferably in Information Technology or related field.
- At least 5 years’ relevant experience in Project Management supporting IT business processes
- Hands on experiences of Agile and Waterfall projects to deliver the best practice project management methodologies, tools and processes. PMP / CITPM certifications is a must.
- Experience in managing vendor project teams for project delivery in fast-paced tech-driven organisations.
- Effective leadership skills and emotional intelligence to influence key decisions, mediate conflicts and build consensus.
- Strong vendor management and stakeholder management.
- Excellent communications skills and proven ability to manage senior stakehol
