Description Overview As Assistant Director in the Policy and Plans Division, you will be overseeing the rationalisation and translation of medical policies into operational policies and strategic planning to facilitate implementation by task groups, based on healthcare crisis and emergency scenarios of critical importance to the ministry. You will be leading a team to provide strategic planning for vaccination/testing operations as well as other emergency healthcare operations in a disease outbreak scenario. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. Responsibilities Strategic planning for COVID-19 Vaccination and Testing operations. Coordinate the overall operational strategy for Singapore's national vaccination and testing operations. This involves incorporating inputs from relevant MOH units/divisions such as the Communicable Disease Group, Primary and Community Care Division as well as relevant external agencies, and supporting the raising of these operational capacities during crisis. Assume policy and strategic planning functions previously managed by temporary working groups. With the transition to DORSCON Green and the standing down of these groups, the unit will integrate these functions as part of MOH's permanent capability. Forward planning for longer-term healthcare operations and capabilities. Develop plans to support MOH's operations in a post-COVID environment, including formulating strategies and policies for medical emergencies, disease outbreaks, and in the event of civil or national emergency. This includes exploring multi-use emergency healthcare facilities to enhance vaccination operational capacity for pandemic preparedness in the longer term. Staffing and Administration. Facilitate as a Crisis Strategy Operations Group (CSOG) secretariat to staff key forums at the Ministry and Inter-Ministry level for healthcare-related task groups or medical boards. Qualifications Tertiary qualifications, preferably related to healthcare sector. Possess a minimum of 5 years working experience in the public sector, or relevant private sector related to healthcare, preferably with experience in a leadership role. Experience in policy development, strategic planning and/or operation implementation in healthcare sector will be helpful. Possess strong analytical, people‐orientated, communication and writing skills. Demonstrate strategic thinking and problem‐solving skills. Able to build strong relationships and communicates effectively and persuasively with others, valuing their views and resolving differences amicably to achieve win‐win outcomes. Excel in organisational skills, demonstrating meticulous attention to detail, ability to multi‐task and adapt to fast‐changing environments. Display strong initiative, resourcefulness with minimal supervision. Display leadership and supervisory capabilities.
