Bulk Carrier Operations Manager

Daily Operations:

• ">
• Implement and maintain a safe, efficient and environmentally sound operation standard in compliance with TMS and international marine regulations for assigned vessels. ">
• Manage daily operations of assigned vessels according to TMS guidelines. ">
• Advise Masters, Chief Engineers and ship staff on navigation operations, cargo and tank cleaning, port operations, anchoring and mooring. ">
• Provide port, passage and war information for vessels sailing into problematic areas. ">
• Assist with operational issues such as stevedore damages, port operations and cargo hold cleaning. ">
• Assist Masters with CP and voyage instructions to meet owner and charterer requirements. ">

Incident/Accident/Crisis Management & Investigation:

• ">
• Member of TSM emergency response team. ">
• Investigate incidents, accidents and near misses, conducting root cause analysis and submitting corrective actions. ">
• Review recommendations from investigations and analyze accidents, marine casualties and near misses. ">
• Coordinate table top exercises and emergency drills. ">
• Coordinate Flag State Inspection, External & Internal ISM, ISPS and MLC Audits. ">
• Follow up Port State Control inspections. ">
• Submit corrective active plan / report to authorities as required. ">

Liaising with Drycargo/Right Ship Inspections:

• ">
• Send PSC inspection reports to Drycargo and follow with CAR. ">
• Coordinate Rightship inspections on vessels as required. ">
• Follow up with CAR after Rightship inspection. ">
• Maintain vessels star rating. ">
• Liaise with Master/on board trainer for new take overs vessels to ensure all surveys /inspections are done prior departure. ">

Shipboard Inspections:

• ">
• Visit vessels regularly, endeavouring to visit twice a year but at least once during sailing. ">
• Complete Superintendent Visit Report on each visit and leave on-board. ">
• Conduct Marine Inspection, Navigation Audits and other inspections during visits. ">
• File audit and inspection reports in common drives or database as applicable. ">
• Follow up with vessels/office to close deficiencies noted during visits. ">

Crewing:

• ">
• Provide input/comments on performance evaluations of Masters and Chief Officer assigned to vessel under supervision. ">
• Provide input to Manning Department on recruitment of Senior Officers for assigned vessels. ">

HSSEQ:

• ">
• Conduct monthly safety meeting review and verification. ">
• Assist vessels with documenting/conducting risk assessments, evaluation and monitoring. ">
• Carry out shipboard training and record SOPEP/SMPEP, STS, VRP, VOC, VGP, ODS, SEEMP etc. ">
• Evaluate and document off-hire records pertaining to cargo operations and speed/performance. ">
• Assist in periodical management review of TMS, propose actions if necessary. ">
• Arrange external safety audits and on-board training by coordinating with appointed audit or training company. ">
• Carry out internal audits as required. ">

Experience and Qualification:

• ">
• Valid Master Mariner (Class 1) or Chief Engineer CoC with 2-3 years of sailing experience on bulk/PCTC carriers. ">
• 2-5 years of shore-based experience as a Marine Superintendent or similar role. ">
• In-depth knowledge of bulk carrier operations, cargo handling and global trade routes. ">
• Expertise in ISM, ISPS, MLC and environmental regulations (MARPOL, IMO 2020, CII). ">
• Experience ensuring compliance with environmental regulations including ballast water treatment, emissions control and waste management. ">
• Familiarity with regional regulations (e.g., EU ETS, China's emission control areas). ">
• Ability to implement and audit safety management systems (SMS) for bulk carriers. ">
• Proven ability to manage vetting inspections (RightShip) & DBMS. ">
• Strong leadership, communication and problem-solving skills. ">
• Fluency in English and Chinese for liaising with Chinese clients; willingness to travel and work on-call. ">
