Singapore National Library Board Full time

What the role is:
As more services move online, the usability and accessibility of digital services need to be enhanced to meet the needs of all, particularly the digitally vulnerable. Improving accessibility is important not just for persons with disabilities, but also for a rapidly ageing population and the increasing prevalence of chronic diseases, where there will be a rise in age-acquired disabilities (e.g. loss of bodily functions, visual impairment, hard of hearing, dementia). The usability and accessibility of digital services is an important tenet of MDDI’s vision of a safe and inclusive Digital Society, where Singaporeans are empowered to harness opportunities afforded by digital technologies, and able to thrive in a digital future. This will be a key workstream under the ‘Community’ pillar of Smart Nation 2.0 – strengthening digital inclusion and leaving no one behind.
What you will be working on:
You will contribute to developing and articulating government’s policy position and approach towards ensuring inclusive digital design so that Singaporeans have access to essential services, across both government and private sector.
Work closely with the Government Technology Agency (GovTech), other MDDI family agencies, whole-of-government agencies and private sector players to develop policies, strategies and initiatives to enhance the usability and accessibility of essential digital services across both public and private sectors.
Contribute to the development, design, implementation and review of initiatives in partnership with stakeholders.
Contribute to the development and implementation of tools and approaches for the measurement and assessment of usability and accessibility of essential digital services in Singapore.
Commission research studies, conduct environment scans and collaborate with local and overseas academia and think tanks on studies to enhance understanding of international and local developments on the approaches and best practices for usability and accessibility of essential digital services. This includes working with MDDI divisions to coordinate research agenda and to propagate research outcomes across Whole of Government (WOG) where relevant.
Develop and maintain an extensive network of relationships across public, private and people sectors, and ensure an effective and meaningful way to engage, galvanise and bring onboard partners to contribute to enhance the usability and accessibility of essential digital services.
While the key policy focus will be on inclusive digitalisation, the work may also include other policy areas such as digital access, digital skills and adoption, digital literacy and well-being, and future readiness.
Provide secretariat work for committees and structures that will drive the above.
What we are looking for:
Excellent writing and communication skills
Strong ability to analyse and think critically about complex issues
Background in any relevant discipline (e.g. social sciences, communications) though some tech-related experience will be advantageous
Passionate about the promotion of social inclusion
Team player with excellent interpersonal skills and good stakeholder management skills
Experience in WOG coordination and partnership development with private sector would be advantageous
Please note that only shortlisted candidates would be notified.

About Ministry of Digital Development and Information:
The Ministry of Digital Development and Information (MDDI) drives Singapore’s digital development in four key domains — the economy, government, security, and society. MDDI oversees the development of the infocomm technology, cybersecurity, and media sectors; the Government’s digitalisation initiatives; and the national library, national archives, and public libraries. The Ministry is also responsible for effective public communications, and the Government’s information and public communication policies.
