
Manager / Senior Manager (Workforce Planning)

The Civil Aviation Authority of Singapore (CAAS) is seeking a results-driven HR professional to leverage workforce analytics and data insights for effective manpower planning.
Responsibilities include:
Leading the review and optimisation of organisational structures across CAAS divisions
Implementing manpower planning initiatives by analysing current workforce composition and developing practical solutions
Partnering with divisions to understand their workplans and translate these into actionable manpower strategies
Reviewing and maintaining manpower forecasts, considering retirement patterns and succession plans
Developing data-driven recommendations to address workforce gaps and support divisions in resource optimisation
Monitoring and reporting on key workforce metrics and providing insights to senior management
Coordinating with Finance Division on manpower budget planning and tracking
Reviewing and ensuring compliance with relevant workforce policies and guidelines
Requirements include:
Qualifications in Human Resource Management, Business Analytics, or equivalent, with at least 5 years of relevant working experience
Experience in strategic workforce planning and organisational design
Good stakeholder management, communication, and interpersonal skills
Strong analytical, critical thinking, and problem-solving skills
Proficient in relevant HR software, visualisation tools, and Microsoft Office suite
