We are seeking a highly skilled and experienced Crewing Operations Manager to join our team. As a key member of our crew management department, you will be responsible for overseeing the daily operations of our crewing team.
Job Description:
Main Responsibilities
- Crew Recruitment & Selection: Source and review qualified personnel for various tug positions and submit shortlisted candidates to the Crewing Manager for interviews.
- Evaluate Candidates: Evaluate candidates' qualifications, experience, and certifications to ensure compliance with company and regulatory requirements.
- Liaise with Crewing Manager: Liaise with the Crewing Manager regarding crew selection, approvals, and replacements.
Crew Scheduling & Deployment
- Coordinate Schedules: Coordinate and manage crew schedules, ensuring optimal staffing levels to meet operational demands.
- Plan Crew Changes: Plan and execute crew changes efficiently while minimizing disruption to vessel operations.
- Monitor Rotation Cycles: Monitor crew rotation cycles and ensure timely relief arrangements.
Compliance & Certification Management
- Ensure Compliance: Ensure all crew members meet statutory and company-mandated training, certification, and medical requirements.
- Track Certificates: Keep track of certificate validity and arrange necessary renewals in a timely manner.
- Industry Regulations: Ensure compliance with industry regulations (e.g., MPA, IMO, and Flag State requirements).
- Crew Lists: Update and maintain crew lists in the MPA digitalPORT@SG, ensuring accuracy and timely submission.
- COE and GOC: Apply for Singapore Certificate of Endorsement (COE) and General Operator's Certificate (GOC) for officers as required.
Communication & Welfare Support
- Crew Support: Act as a key point of contact for crew members, addressing their inquiries and concerns.
- Provide Information: Provide necessary information and support crew welfare needs.
- Company Updates: Ensure that crew members receive timely updates on company policies, operational changes, and training requirements.
Crew Appraisal
- Maintain Records: Monitor crew appraisals and ensure they are completed upon sign-off or when a crew member is considered for promotion.
- Follow Up: Follow up with the vessel or superintendent to ensure timely appraisal submissions.
- Review Performance: Review crew performance and discuss re-employment suitability with the Crewing Manager.
- Maintain Appraisal Records: Maintain crew appraisal records, ensuring they are properly saved in crew folders and accessible when required.
Crew Payroll Management
- Payroll Processing: Handle the full set of payroll processing for both local and expatriate crew.
- Accurate Calculations: Ensure accurate payroll calculations, including basic wages, overtime, allowances, deductions, and leave pay.
- Compliance: Process and verify crew salaries in compliance with contractual agreements and statutory requirements.
- Approvals: Follow up with the approvals to ensure the payroll is approved in the bank on time.
- Manage Discrepancies: Manage payroll discrepancies, salary adjustments, and off-cycle payments.
- Maintain Records: Maintain accurate payroll records and generate payroll reports for management review.
Budget & Cost Management
- Assist Budgeting: Assist the crewing manager in managing the crewing budget, including salaries, training, and travel expenses.
- Optimize Costs: Optimize cost efficiency in crew operations without compromising safety and compliance.
- Track Expenditures: Track crew-related expenditures and report variances to management.
Interdepartmental Coordination
- Teamwork: Work closely between crewing team and other departments to support operational needs and enhance crew management efficiency.
- Liaise with External Parties: Liaise with local agents, port authorities, and regulatory bodies as required.
- Policy Development: Contribute to policy development and process improvements in crew management.
Emergency & Contingency Planning
- Emergency Deployments: Support emergency crew deployment or last-minute travel arrangements when needed.
- Crisis Management: Support crisis management efforts in case of medical or operational emergencies.
Data Analysis & Reporting
- Maintain Databases: Maintain accurate crew records and databases for reporting and analysis.
- Identify Trends: Analyze crew-related data and trends to identify areas for improvement.
- Generate Reports: Maintain reports on recruitment, retention, training, and compliance.
Ad-hoc Duties
- Special Projects: Assist in special projects and assignments as required by management.
- Administrative Support: Provide administrative support for audits and inspections related to crew management and compliance.
- Training Programs: Participate in company events, seminars, and training programs assigned.
- Additional Tasks: Undertake additional tasks and responsibilities as directed by the Crewing Manager.
Requirements:
- Degree Required: Minimum Diploma in Maritime Studies, Human Resource Management, Business Administration, or related field.
- Certifications Advantageous: Relevant maritime certifications (e.g., STCW, MLC) are advantageous.
- Experience Required: Minimum 3 years of experience in the Marine Industry.
- Crewing Experience: Have experience coordinating with crewing agencies.
- Regulatory Knowledge: Knowledge of Maritime Labour Convention (MLC) regulations.
- Skills: Good organizational and communication skills.
- Crew Guidance: Ability to guide and coordinate with a diverse crew workforce effectively.
- Pressure Management: Ability to work effectively under pressure and in a fast-paced environment.
- Schedule Planning: Able to independently plan a schedule with compliance.
