Job Title:

Senior Health, Safety and Environment (HSE) Professional

Our organization is seeking a Senior Health, Safety and Environment (HSE) Professional to maintain and implement health, safety, and environment management frameworks and programs across our operations.

The role of the Senior HSE Professional includes:

  • Responsible for conducting and implementing Process Hazard Analysis (PHA), Management of Change (MOC) reviews, Pre-Startup Safety Review (PSSR) and start-up of project modifications.
  • Responsible for the implementation of equipment Lock Out Tag Out (LOTO) system for safe maintenance activities.
  • Coordinating equipment walkdowns and punch listing activities prior to taking over ownership from the EPC contractor.
  • Coordinating development and implementation of pre-startup planning activities and overseeing commissioning & start-up activities of new facilities.
  • Accountable for safe commissioning of newly completed project modifications into service.
  • Lead the development of HSE procedures and policies.
  • Act as Subject Matter Expert (SME) on matters related to safety, loss prevention, environment, occupational health, compliance, and operational excellence.
  • Provide technical assistance and advice covering but not limited to safety management systems, process safety, fire prevention, quantitative risk analysis and behavioral safety to ensure minimization of losses and prevention of fires.
  • Review change requests and ensure compliance with prevailing standards and operational safety requirements.
  • Monitor all new or changes in HSE related regulations and legislations that may impact construction projects, conduct gap analysis and ensure that the plant has programs and controls in place to ensure compliance.
  • Demonstrate commitment and compliance to HSE policy by communicating HSE information to employees, being knowledgeable of specific compliance requirements in areas of responsibilities and verifying active implementation.
  • Lead, organize, and participate actively in HSE activities including HSE training, safety risk assessment review, PHA, MOC, correction of HSE hazards, unsafe conditions and at-risk behavior.
  • Lead incident/accident investigation and reporting, ensure complete and thorough investigations and timely follow-up actions.
  • Maintain an effective industrial hygiene and health program to monitor employee exposures to chemical and physical risks, ensure no occupational-related health problems.

Requirements:

  • Minimum 5 years' relevant work experience in a chemical plant HSE or 10 years without degree qualification.
  • Working knowledge of ISO 14001/45001, SS561 and Safety Management Systems will be an added advantage.
  • Good experience in PHA facilitating and PSM framework management.
  • Good knowledge on Chemical Plant construction safety and new chemical plant startup experiences will be an added advantage.
  • Good knowledge in interpretation of HSE related legislations and requirements.
  • Good knowledge in risk management including hazard identification from regular inspection.
  • Good knowledge on incident investigation skills.
  • Basic incident and monitoring results trend analysis. Strong leadership skills and a team player.
  • Good communication and interpersonal skills.
  • Working knowledge of MS office software and SAP - EHS Management system.
