Job Description

This position is responsible for managing Keppel's submarine cable infrastructure projects, which include planning, design, and implementation of new subsea cable projects through diverse, secure, and practical routes that meet all stakeholders' needs and where there is customer demand.

The successful candidate will convert business requirements into detailed engineering specifications by evaluating industry trends, proven state-of-the-art technology, cost optimization, future proofing, optimum fiber pair count, etc.

They will also evaluate the optimum cable route through desktop studies, engage with relevant vendors, drive the Invitation to Tender process, capture Cable owners/Joint Build Partners' requirements, evaluate bids, adjudicate, and select vendors based on various metrics of evaluation.

Furthermore, they will work closely with submarine cable vendors and partners to implement the submarine cable system, including design, manufacturing, and installation activities.

Key responsibilities include ensuring customers obtain relevant statutory permits in their respective countries for initial installation, managing customer experience and relationship management, and conducting periodic review meetings with partners/customers/stakeholders and vendors/providers to discuss performance, issues, and related action items.

Travel may be required within the region or other regions to assist at various sites. The successful candidate must have good communication skills, ability to multi-task, and work independently with minimal supervision in a non-structured environment.

Required Skills and Qualifications
  • Degree in Engineering (Electrical, Electronics, or Telecommunication Engineering)
  • At least 7 to 10 years of relevant experience in submarine cable operations or submarine cable projects
  • Experience in driving submarine cable projects, especially on conceptualization, design, vendor selection, contract forming, and project implementation stages
  • Knowledge of submarine cable equipment like PFE, monitoring equipment, OADM, SLTE, OTDR/COTDR, Spectrum analyzer, etc.
  • Well-developed analytical and problem-solving skills, with the ability to set priorities, recognize basic causes, and recommend problem solutions that meet the practical needs of the business
  • Good communication skills (both written and verbal)
  • Balanced interpersonal style; a team player able to work effectively with employees at all levels
  • Self-starter, able to take initiative and work with minimum direction in a fast-paced environment
  • Ability to work under severe time pressure
