Job Title:
Learning and Development Specialist

About the Role:
This is a leadership position that oversees end-to-end learning operations.

The job holder will be responsible for managing regional learning programs, coordinating performance development-related initiatives, engaging vendors, and submitting applications for training grants and subsidies.


Key Responsibilities:

  • Develop and implement a regional learning strategy to support future-ready workforce capabilities across both office and manufacturing environments.
  • Coordinate performance development-related learning plans in partnership with HR and business units, ensuring alignment with capability-building priorities.
  • Conduct structured learning needs analysis to identify functional and leadership capability gaps across the region.
  • Design and deliver blended learning solutions (e.g. classroom, virtual, digital, on-the-job) tailored to regional workforce needs while aligning with group-level priorities.
  • Administer and maintain the Learning Management System (LMS), ensuring accuracy in tracking, reporting, and analytics for regional learning activities.

Requirements:

  • Bachelor's degree in Human Resource Management, Psychology, Business Administration, or related discipline.
  • Minimum 5 years of experience in learning and development, with regional exposure and a demonstrated ability to collaborate across multiple entities.
  • Solid knowledge of adult learning principles, instructional design, and relevant national training standards.
  • Proficient in LMS administration, learning analytics, and evaluation of training effectiveness.
  • Familiarity with grant application processes is an advantage.
  • Strong stakeholder management, facilitation, and project coordination skills.
  • IHRP certified preferred.
