Associate Director, Environment Health and Safety

We are seeking a highly experienced and skilled Associate Director, Environment Health and Safety to join our team in the Asia Pacific, Japan and Greater China region. As a key member of our EHS leadership team, you will be responsible for managing and executing EHS strategy and corporate EHS programs in the region, ensuring compliance with applicable laws and regulations, effective risk management, and EHS value creation.
Key Responsibilities- Lead, align, and implement APJ/GC regional and site EHS programs, guidelines, policies, processes, training, and systems for all Illumina APJ/GC operations that are compliant with applicable laws and drive Illumina's EHS global mission, vision, and strategy.
- Lead the strategy for execution and maintenance of the ISO 45001 EHS Management System certification.
- Collaborate with Global EHS and across regional leadership and teams to support the design, development, and implementation of global EHS strategies, programs, guidelines, policies, processes, systems, tools, training, best practices, and actions.
- Monitor, interpret, and assess existing or emerging EHS laws, regulations, regulatory policy, and industry practices, determine operational and business impacts, and develop and execute APJ/GC regional and global EHS strategies, programs, guidelines, policies, processes, systems, tools, training, best practices, and actions throughout the business to effectively manage applicable or relevant requirements, while driving the EHS mission, vision, and strategy.
- Develop and manage a world-class EHS staff across the region to manage priorities, promote performance towards goals, and ensure career and skills development in line with needed regional EHS competencies.
- Effectively manage vendors across the region to meet business needs and monitor performance to goals and objectives in line with needed regional requirements.
- Translate EHS global strategies into long- and short-term objectives via EHS action plans, projects, or initiatives that effectively manage EHS compliance and risk mitigation objectives with regional business objectives, operating plans, capital planning, resource staffing, and budgeting for APJ/GC regional EHS operations.
- Establish credibility across the organization by effectively serving as a company subject matter expert and/or leading individuals who serve as a company subject matter expert regarding needed multidisciplinary regional and site EHS Programs that support the assessment and control of EHS issues arising from varied regional business operations.
- Establish strategies for risk management, monitor and conduct internal safety audit programs, and effectively manage resources and budget.
- Establish and maintain Emergency Management Teams that meet regional and site needs for EHS management of incidents.
- Support the assessment, selection, design, implementation, and maintenance of the EHS Enterprise Information Management System that impact APJ/GC regional EHS operations and/or global EHS programs.
- Partner and engage with site and regional leadership, business partners, and customers to measure, understand, and deliver against their EHS needs.
- Lead regional injury and illness-reduction and prevention-based safety-culture-improvement efforts, including proactive safety programs, safety culture, employee engagement, and risk awareness.
- Support site safety committees and integration of operational excellence programs and events into the EHS regional business model.
- Help plan and participate in EHS compliance assessments working with site and regional, corporate resources, assessing compliance with global EHS standards as well as local/ regional regulatory requirements and participates in risk-based programs for EHS compliance.
- Develop, measure, analyze, and communicate both leading and lagging EHS Key Performance Indicator (KPI) and metrics and develop periodic performance reports to business partners.
- Ensure proper preparation, maintenance, and renewal of contracts, permits, and/or licenses for business activities within the region.
- Participate in design and implementation of EHS changes to process and structure.
- Build strong working relationships with directors, managers, supervisors, and employees across the organization to develop, implement, monitor, and continually improve Illumina's EHS programs.
- Develop, manage, and administer accurate budget forecasts to ensure the EHS budget is within goal-defined targets.
- Effectively manage resources and budget in line with Illumina's standards, policies, and practices.
- Must be a self-starter with strong analytical and problem-solving skills, be able to multi-task, and develop solutions to complex problems.
- Must be a strong leader with demonstrated competence in developing and implementing compliance strategy, responding to compliance challenges, and managing and developing staff.
- Strengths must include effective project management and inter-personal skills to facilitate the work of cross-functional and interdepartmental teams, and effective writing and oral presentation skills.
- Possess strong leadership and collaborative abilities as well as excellent written, verbal, and presentation skills.
- Be a proactive, analytical problem solver who multi-tasks and generates solutions to complex problems.
- Strong desire to champion EHS excellence throughout Illumina.
- Experience with enterprise EHS and risk management software systems design, process, communication, and implementation.
- Ability to influence the business at all levels of the organization.

- Experience building strong partnerships with employees and developing a safety culture that is integrated throughout all levels of the organization.

- Ability to measure and communicate the business value of EHS to all levels within the business.
- Experience with tactical and strategic safety regulatory leadership and direction as well as working with limited supervision while being responsible for project management, priorities assessment, global alignment, hazard identification, and risk mitigation, and injury prevention.
- Able to work in a manufacturing production environment, including cleanroom, with possible exposure to chemical, cold room, loud noise, etc.
- Minimum of BS Degree, Master's Degree preferred, in Industrial Safety, Occupational Health & Safety, Industrial Hygiene, Environmental Sciences, Environmental Engineering, Safety Engineering, Biology, Chemistry, Chemical Engineering. (Master's Degree preferred) or equivalent.
- 15+ years' experience managing EHS policies, standards, programs, or procedures, preferably at a globally operating Biotech or Life Sciences company.
- Demonstrated broad technical and global regulatory experience, and able to effectively operate in a matrix organization to progress programs.
- Experience with VPP, OHSAS 18001, ISO14001 or 45001 management systems.
- Professional registration or certification is preferred in a directly relevant discipline with the most relevant being physical safety (CSP), industrial hygiene (CIH) or engineering (PE) preferred.
- Previous management experience directing a site and/or regional team of EHS professionals with a comparable scale/scope of activities to those of Illumina is highly desirable.
- Broad knowledge of all areas within particular Corporate sub-function or a function within an operation.
- Requires high-level understanding of the regional implications for health and safety compliance for the company's products.
