Senior Proposal Development Specialist

As a Proposal Engineer, you will play a pivotal role in crafting compelling proposals that showcase our company's expertise and capabilities. Your primary responsibility will be to develop and manage technical proposals for complex projects, ensuring they meet the highest standards of quality and professionalism.

Your main activities will include:

• Knowledge of the cable market, including customers, competitors, and subcontractors.
• Careful examination of tender documentation, particularly technical specifications.
• Examination of survey data provided by customers, if applicable.
• Elaboration of technical solutions based on customer requirements.
• Internal discussions with installation engineering and other departments to refine the chosen solution.
• Participation in clarification meetings with internal and external stakeholders.
• Site visits to understand logistic aspects of the job, check feasibility of solutions, and contact potential subcontractors.
• Preparation and issuance of technical specifications (RFQ) for subcontractors.
• Examination of received proposals from subcontractors, considering technical, economical, and scheduling/timing perspectives.
• Discussions with subcontractors to clarify offers and align them with company requirements.
• Fine-tuning of the final solution through collaboration with relevant departments.

Additionally, you will be responsible for:

• Elaboration of installation costs and risk assessment.
• Preparation of technical descriptions and documentation requested by customers.
• Assembly and preparation of plans of work related to installation activities.
• Participation in negotiations and clarification meetings with customers after proposal presentation.
• Revision of tender packages as necessary, resulting from negotiations or changes in customer requests.

In the contractual stage, your key responsibilities will include:

• Participation in internal kick-off meetings.
• Transmittal of relevant information to project teams and involved departments, including costs, qualifications, assumptions, technical documentation, plan of work, and other essential details.
• Participation in internal clarification meetings with relevant departments.
• Technical assistance to relevant departments, especially during the initial period between contract signature and execution phase.
• Participation in meetings with customers and/or subcontractors, when required, but especially during the initial period.

• Bachelor's degree in engineering or relevant technical discipline.
• Curious and eager to quickly learn and improve autonomy.
• Precise, proactive, problem-solving, and target-oriented mindset.
• Ability to understand and conceptualize complexity into concise frameworks.
• Pragmatic, flexible, and capable of setting and handling priorities.
• Flexibility and capability to manage changes during work.

• Knowledge and familiarity with basic and common software, such as Microsoft Project, Word, Excel, AutoCAD, and web applications.

Availability for short trips, domestic and abroad, may be required. Experienced candidates must fulfill at least one of the added-value requirements listed below:

• Knowledge of / experience in submarine cable installation world coming from operative or engineering roles.
• Experience in proposal engineering activities, such as costing, planning, subcontracting, technical proposal preparation, negotiation possibly relevant to marine installation or at least in other areas.
