Job Title: Assistant Vice President, Procurement

TEMASEK is seeking a highly skilled and experienced Assistant Vice President, Procurement to join our team. As a key member of our procurement function, you will be responsible for leading the development and implementation of our procurement strategy, ensuring the effective management of our procurement systems, and driving continuous improvement initiatives.

Key Responsibilities:
  • Procurement System Strategy and Governance: Develop and implement a comprehensive procurement system strategy aligned with our organization's goals and objectives.
  • System Implementation and Integration: Lead the implementation of our procurement system, including configuration and customization of Workday New Features and Source to Contract applications.
  • System Optimization and Performance: Continuously monitor and evaluate the performance of our procurement system, identifying areas for improvement and implementing system upgrades and enhancements to optimize system functionality.
  • User Training and Support: Provide comprehensive training and support to system users, ensuring their proficiency in system utilization.
  • Data Management and Reporting: Oversee data management within our procurement system, ensuring data integrity, accuracy, and security, and develop and maintain robust reporting capabilities to provide meaningful insights and analytics on procurement performance.
  • Sourcing, Vendor and Contract Management: Collaborate with vendors to address system-related issues, upgrades, and maintenance, conduct sourcing, vendor evaluation and selection, review and negotiate contracts to drive cost savings and optimization, and manage vendor relationships and contracts related to our procurement system.
  • Continuous Improvement and Innovation: Stay up-to-date with industry trends, emerging technologies, and best practices in procurement systems, identify opportunities for process automation, optimization, and innovation within our procurement system, and drive continuous improvement initiatives, seeking feedback from system users and implementing enhancements based on user needs and evolving business requirements.
  • Project Financial Management: Oversee and manage the financial aspects of projects within our organization, develop project budgets, financial forecasts, and cost control measures in collaboration with project teams, monitor project financial performance, including tracking expenses and resource allocation, to ensure projects stay within budget, conduct financial analysis and provide insights and recommendations to project managers and stakeholders, and collaborate with project teams to develop and review financial reports, including project financial statements, variance analysis, and financial projections.
Requirements:
  • Bachelor's degree in a relevant field such as Business Administration, Finance, or Supply Chain Management.
  • Proven experience in procurement system management and project financial management.
  • Strong knowledge of procurement processes, supplier management, and contract negotiation.
  • Solid understanding of financial management principles and practices.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills.
  • Ability to collaborate effectively with cross-functional teams.
  • Proficient in using procurement and financial management software and tools.
  • Attention to detail and ability to work in a fast-paced environment.
  • Relevant certifications (e.g., Certified Professional in Supply Management, Project Management Professional) are a plus.
