Program Manager for Changi East Infrastructure Development

Changi Airport Group (CAG) is a world-renowned airport manager that oversees the operation of Singapore Changi Airport, a leading air hub in Asia and one of the world's most awarded airports.
We are seeking a highly skilled Program Manager to join our team in the Changi East Programme Management Office. In this role, you will be responsible for planning and managing the resource requirements for the Changi East Programme, encompassing the future Terminal 5 and surrounding airport infrastructure.
The successful candidate will possess strong numeracy and analytical skills, with the ability to collaborate effectively with cross-discipline teams in a fast-paced, dynamic environment. Key responsibilities will include:
- Supporting the planning and optimisation of resources (budget, business case development, manpower planning, etc.) for projects within the Changi East Programme
- Working closely with various CAG divisions, relevant Ministries, and Government agencies to facilitate the delivery of projects across the design and construction phases
- Assisting with the Government approval process for assigned projects, covering project scope, cost, and timeline
- Supporting end-to-end budget management, including budget planning, monitoring, drawdown, funding agreements, and fund recovery
Key Requirements:
- Degree in finance, accounting, business, or related disciplines
- 3 to 5 years of experience in resource planning/project management of infrastructure/real estate projects
- Experience in large-scale Government infrastructure projects and the Government's gateway approval process will be considered favourably
- Strong team player with motivation and ability to work independently
- Analytical with good communication skills
- This is a contract position with an estimated salary of SGD $80,000 - $110,000 per annum, depending on experience.
