Regional HR Manager Job Description

The Regional Human Resources Manager oversees and manages all HR operations within the Singapore office and regional offices under their purview. They serve as the primary point of contact for regional HR matters and bridge local teams with the central HR team.

  • Human Resources Operations Management: The Regional HR Manager is responsible for overseeing and managing all HR operations, including employee records and data management, talent acquisition and workforce planning, employee benefits and insurance management, HR policy development and implementation, performance management and appraisals, training and development, employee engagement and culture building, office administration, budget management, immigration and work pass management, regulatory compliance, and strategic HR leadership.
Key Responsibilities:
  1. HR Operations Management: Ensure seamless HR operations in multiple countries, manage HR systems, and maintain accurate employee records.
  2. Talent Acquisition & Workforce Planning: Develop hiring strategies, manage recruitment agencies, job portals, and universities to strengthen talent pipelines.
  3. Employee Records and Data Management: Implement and manage HRIS systems to streamline records management and maintain confidentiality.
  4. HR Advisory and Employee Relations: Provide advisory support on HR-related issues, act as a mediator to resolve conflicts, and ensure fair practices.
  5. Employee Benefits and Insurance Management: Coordinate and manage office and employee insurance programs, facilitate claims processing, and liaise with insurance providers.
  6. HR Policy Development and Implementation: Develop, review, and enhance HR policies and procedures aligned with regional regulatory requirements and company objectives.
  7. Performance Management and Appraisals: Support and coordinate staff performance appraisals and identify improvements to performance management processes.
  8. Training and Development: Arrange and oversee training programs, partner with department heads to identify needs, and create tailored programs.
  9. Employee Engagement and Culture Building: Plan and execute staff gatherings, promote a positive workplace culture, and inclusion initiatives.
  10. Office Administration and ISO 9001 Compliance: Manage office administration and coordinate ISO 9001 certification processes to ensure compliance with standards.
Requirements:
  • Strong knowledge of regional labor laws and HR best practices.
  • Proven experience in multi-country HR operations, preferably in a regional or managerial role.
  • Excellent communication and interpersonal skills to manage diverse teams and stakeholders.
