Job Title: IT Project Director

Are you a seasoned IT professional with a passion for leading complex projects? Do you have a strong background in cybersecurity and technical management? We are seeking an experienced IT Project Director to join our team at Careers@Gov.

About the Role:

The IT Project Director will play a pivotal role in the strategic planning, prioritization, execution, and successful delivery of a diverse portfolio of IT projects within timeline, budget, and with high-quality outcomes. This role requires a strong technical expertise, leadership skills, and the ability to drive strategic partnerships with key stakeholders.

Key Responsibilities:

  • Provide technical guidance on the planning, design, development, and operationalization of IT systems and solutions.
  • Partner with business leads to develop IT specifications, secure funds and resources for projects, and review cost-control measures.
  • Assess project priorities based on business impact, resource availability, and strategic alignment.
  • Establish governance frameworks and guidelines to standardize project management practices.
  • Maintain oversight on project status, budgets, expenditures, and financial performance.
  • Allocate resources effectively across projects to optimize utilization and ensure project teams have the necessary support.
  • Forge robust partnerships with internal business leaders and external partners to gain deeper insights into critical challenges and enhance service delivery.
  • Drive the sharing of IT project delivery best practices and innovative approaches among the Group's IT community.
  • Foster relationships with key vendors and industry players to drive smooth service delivery, agreements, and manage conflict mediation.
  • Identify potential risks and issues early in the project lifecycle and proactively alert senior management to their potential impact.
  • Maintain oversight on project risks throughout the project lifecycle and adapt strategies as needed to maintain project momentum and minimize negative impacts.

Requirements:

  • Tertiary qualification in Cybersecurity, Computer Science, Information Technology, or related field.
  • At least 20 years of working experience with 15 years in a management/technical management role.
  • Previous experience and exposure in the following areas: working in different functions within IT, strategy-related role, digital innovation and expertise at a global level, and CTO of another agency.
  • Proven track record of delivering large-scale, complex projects with impactful outcomes, including delivery of differentiated and innovative products.

Technical Competencies:

  • Proficient in ops-tech, i.e., the ability to propose digitalization solutions from the business user perspective while ensuring compliance with governance and cybersecurity requirements.
  • Strong abilities in technology management, which entails formulating 3–5-year strategic ICT plans for the Group, developing contingency plans that are innovative in enabling the organization to resolve highly complex issues.
  • Good understanding of all areas across governance and cybersecurity standards, concepts, and approaches, and their inter-linkages, to guide formulation of policies, plans, and initiatives in these areas.
  • Good knowledge of ICT sector, ICT domains, and emerging trends in technology to direct innovation and experimentation, continuous improvements in the team.
  • Good understanding of public sector ecosystem to understand the agency/user concerns, perspectives, processes in order to provide recommendations that would help them in achieving their business outcomes and enhance compliance to governance/cybersecurity standards.
  • Proficient in financial and business acumen to ensure financial sustainability of the Group.

  • Ability to communicate and negotiate well, build deep ties, and maintain a wide social network in the public service and beyond to drive adoption of policies and initiatives.
  • Ensure team proactively collaborates with other agencies to achieve WOG goals in policy creation/review and execution.
  • Ability to inspire big teams towards the group and organization's vision and purpose, thereby creating engaged and high-performing teams.
