Job Purpose

The jobholder is the Subject Matter Expert on Life Cycle Management, Supply Chain Management and the Integrated Logistics Support (ILS) for Signalling, Communication and Control (SC&C). She/he shall be responsible to Senior Manager, System Management (SC&C) on:
Anchoring ILS domain expertise for S&C, from induction to Operation & Maintenance (O&M) to retirement.

  • Driving the concepts, plans and processes to effectively maintain, operate and sustain SC&C Systems operated by the SMRT TRAINS.
  • Driving system-level integration of new capabilities on all Transport & Trainer platform types operated by the SMRT TRAINS.
  • Directing the development of robust and effective maintenance concepts for all SC&C Systems operated by the SMRT TRAINS.
  • Providing advice for all life cycle support, supply chain management and system management of SC&C Systems operated by the SMRT TRAINS.
  • Developing long term strategies (beyond 5 years) for the development of SC&C Systems through relationship management with SMRT stakeholders, Authority, and external industries/suppliers.
Responsibilities

The jobholder is the Manager (System Management) for SC&C System. She/he is accountable to Senior Manager, System Management (Signal, Communication & Control) for holistic system management of SC&C system in the SMRT TRAINS from acquisition-to-retirement. Her/his roles and responsibilities shall include but not limited to the following areas:

  • Projects/Acquisition Programs. The jobholder will spearhead the development of Integrated Product Support Plan for all SC&C Systems projects or acquisition programs. The jobholder is expected to ensure the holistic planning and management of Transport & Trainer platform induction through the Life Cycle Management framework.
  • Contract Negotiation & Management. As the System Manager for SC&C System in the SMRT TRAINS, the jobholder is expected to participate in major contract negotiations for outsourcing, repair, and logistics support. In this regard, the jobholder is expected to possess expertise and experience in understanding the principles behind various contracting mechanisms such as Performance-Based Contacting (PBL) also known as Long Term Service Support (LTSS) and Framework Agreements. To effectively strategies and negotiate best value for the SMRT TRAINS, the jobholder must also possess strong interpersonal skills to influence and shape collaborative relationships with the Original Equipment Manufacturers (OEMs).
  • Outsourcing Programs. The jobholder will explore and shape potential cost-effective options for the management and support of the SC&C system in the SMRT TRAINS. Where feasible and cost-effective to do so, the jobholder will shape and oversee the holistic development and transition of outsourcing programs. The jobholder is expected to advise the Maintenance Management Requirement Committee (MMRC) on the sustainability of contracted capabilities through effective and robust contractual arrangements. Over the longer term, she/he is expected to work with SMRT Business Units (BUs) and shape the outsourcing strategies.
  • Integrated Induction & Retirement Programs. As retirement programs often take place alongside another new system's induction, the jobholder is required to work with the Project Team in ensuring seamless renewal through tightly integrated induction and retirement plans. The jobholder will support the BUs on Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements. The jobholder will strategize and drive the development of the Integrated Product Support Plan with the Project Team.
  • Supply Chain Management The jobholder is responsible for the overall fleet sustainability of SC&C system in the SMRT TRAINS. In this regard, the jobholder is expected to oversee resource planning to optimize the fleet availability by maintaining a holistic overview of the supply chain requirement. In addition, as the fleet ages, the jobholder will also work with the SMRT BUs to develop obsolescence management strategies to ensure sustainable support for the intended service life.
Qualifications & Work Experience

  • Requires Bachelor of Science or Bachelor of Engineering degree with 5 - 8 years of prior relevant experience in maintenance environment.
  • Have prior operational experience in 1st line (e.g. Organisational / frontline) and 2nd line (e.g. Intermediate / workshop) maintenance.
  • Proficient in MS Excel and have prior knowledge of Reliability Engineering (e.g. MTBF, MTTR).
  • Prior knowledge in Management Information System (MIS) such as SAP or Maximo.
  • Must be a team player.
