The Project Engineer for the project will be responsible for managing and overseeing the technical aspects of the offshore substation engineering, procurement, construction, transport & installation, and commissioning processes. This role involves ensuring that all engineering activities are conducted in accordance with project specifications, timelines, budgets, and quality standards. The Project Engineer will work closely with the engineering, construction, and commissioning teams to ensure the successful execution of the offshore substation project.
DUTIES & RESPONSIBILITIESEngineering and Technical Support:
- Coordinate and oversee the detailed design activities for the offshore substation, ensuring compliance with Employer Requirement, industry standards (e.g., IEC, DNV, ISO), and safety regulations.
- Support performing engineering calculations, simulations, and assessments to verify the integrity of designs and ensure that all technical requirements (e.g., electrical, mechanical, structural) are met.
- Provide technical support to the project team during design, procurement, construction, and commissioning phases. Address any technical queries and assist with resolving complex engineering challenges.
- Participate in design reviews and workshops with the engineering team, ensuring that designs are optimized for cost, schedule, and performance.
Procurement, Supplier & Subcontractor Management:
- Work closely with the procurement team to define technical specifications for equipment, materials, and systems required for the offshore substation. Ensure that procurement activities align with engineering requirements.
- Liaise with suppliers and subcontractors to ensure the timely delivery of materials and equipment. Participate in supplier selection and manage technical discussions and clarifications.
- Oversee the performance of subcontractors and suppliers during the entire project schedule, ensuring compliance with technical requirements and specifications.
Construction and Transport & Installation Oversight:
- Coordinate with the construction team to ensure that the offshore substation is constructed according to design specifications. Supervise the installation of electrical, mechanical, and structural components of the substation.
- Monitor the quality of materials, workmanship, and installations. Ensure all activities adhere to the project's quality management system (QMS) and relevant standards.
- Liaise with the offshore construction team to provide technical support, ensuring that engineering issues are promptly addressed and resolved. Act as the primary focal point for any technical challenges during construction and T&I stage.
- Track the progress of construction and transport & installation activities, ensuring they are completed on schedule. Provide regular updates to the Project Manager regarding the status of engineering tasks.
Safety, Health, and Environmental (SHE) Compliance:
- Ensure that all engineering and construction activities adhere to the project's health, safety, and environmental (HSE) policies and regulations. Support in conducting safety audits and risk assessments where applicable.
- Identify potential risks associated with engineering tasks, including offshore conditions, and work with the project team to develop strategies to mitigate these risks.
Commissioning & Handover:
- Provide technical support during the post-commissioning phase to address any issues that arise and ensure the substation operates efficiently.
- Collaborate with the commissioning team to ensure the offshore substation is tested and commissioned successfully. Provide technical support during system tests, including electrical, mechanical, and communication systems.
- Ensure all technical documentation, including design calculations, test reports, commissioning results, and as-built drawings, is accurately recorded and handed over to the Employer.
Reporting & Documentation:
- Prepare and deliver regular technical reports to the Project Manager and senior management, outlining the status of engineering tasks, challenges, and any risks, being incorporated in Project Report.
- Maintain accurate and up-to-date technical documentation, including design changes, specifications, test results, and approvals. Ensure all documents are in compliance with project management processes and procedures.
Coordination & Communication:
- Work closely with other disciplines (electrical, mechanical, structural, etc.) to ensure that the design, construction, and commissioning of the projects are well integrated.
- Maintain clear communication with Employer, subcontractors, suppliers, and other stakeholders. Liaise with project team in providing technical explanations and in resolving any issues that arise during the project lifecycle.
Education
- Bachelor's degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or a related field. A Master's degree is a plus.
Experience
- Minimum 5-8 years of experience in project engineering, with at least 3 years in offshore energy projects (e.g., offshore substations, offshore wind, or oil & gas industry).
- Experience with electrical, mechanical, and civil engineering aspects of offshore substations is highly desirable.
- Experience in project coordination and the ability to manage technical tasks within a multidisciplinary team.
Qualifications
- Strong understanding of offshore substation systems, including electrical distribution, power transformers, switchgear, protection systems, and control systems.
- Familiarity with the design, procurement, construction, and commissioning phases of offshore substation projects.
- Knowledge of relevant codes and standards (e.g., IEC, DNV, ISO, and offshore standards).
- Strong verbal and written communication skills, with the ability to clearly present complex technical information to non-technical stakeholders.
- Ability to work effectively with Employer, subcontractors, and team members, both onshore and offshore.
- Strong analytical and problem-solving skills with the ability to resolve technical issues on the spot and think critically during challenging situations.
- Knowledge of offshore health, safety, and environmental regulations and the ability to implement safety measures during engineering and construction activities.
- Offshore safety certifications (e.g., BOSIET) are a plus.
- Familiarity with engineering design software (e.g., AutoCAD, VISIO, etc.) is desirable.
