Roles & Responsibilities

Learning & Development (L&D) Specialist – Strategic HR (SHR)
We are seeking a passionate and driven L&D Specialist to join the Strategic HR team. This role is ideal for someone who is enthusiastic about developing people and shaping HR practices in the public sector.
Key Responsibilities

Design and Deliver L&D Interventions

  • Conceptualise and deliver online, blended, and classroom-based learning in HR-related topics.
  • Identify learning needs, design curriculum, develop training materials, and evaluate effectiveness of interventions.

Agency Collaboration

  • Partner with public agencies to develop and customise L&D solutions that support their developmental goals.

HR Research & Content Development

Conduct research on emerging HR trends and translate insights into engaging learning products such as:

  • Articles
  • Infographics
  • Toolkits
  • Videos
  • Case studies
  • Role plays

Event Design & Facilitation

  • Design and organise HR-focused seminars, webinars, exhibitions, and communities of practice.
  • Facilitate training sessions and lead case study discussions.

Consultancy Support

  • Contribute to consultancy projects that help public agencies in their transformation and capability-building journeys.
Requirements
  • At least 2 years of relevant experience in Human Resources and/or Learning & Development.
  • Experience in designing and facilitating learning programmes across various modalities (face-to-face, virtual, blended).
  • Strong organisational, analytical, project management, and communication skills.
  • Self-motivated, proactive, and resourceful.
  • Passionate about people development and making a difference in public sector HR practices.

Contract Duration: 1-year contract (with potential for permanent placement upon satisfactory performance)
