Role Overview
As Human Resources & Administration Manager, you will play a pivotal leadership role in shaping and executing the HR strategy for SAM. We are seeking an experienced and visionary HR Manager to support management in realising business acumens through effective and efficient HR management.



Responsible for the full spectrum of Human Resource management including these key areas:


• Manage the recruitment process of local and overseas employees

• On-boarding and ensuring full integration into the company and also off-boarding for all employees

• Liaise with regulatory / authorities for employment matters, eg Ministry of Manpower, Immigration & Checkpoints Authority, Ministry of Health, Singapore Medical Council

• Manage all HR internal systems (eg HRMS) and external e-Services (eg MOM EPOL/WPOL), including feedback and efficiency improvements.

• Expatriate staff management for E, S, W-pass monitoring and renewals

• Liaise with external talent agencies and online channels eg Jobstreet, LinkedIn

• Business partner and influencer to heads of departments/line managers especially with regards to

 understanding and prioritizing critical requirements

 employee productivity

 employee engagement, motivation and retention

 building competencies

 projecting future skills demand


• Manage performance review, annual salary review and bonus payment processes

• Administration of employee insurance

• Review and regularize existing employee contracts

• Refine and regularize existing HR processes, eg Organizational Chart, Annual Review, Employee Welfare / Benefits, Long Service Awards, Employee Handbook

• Review and tap on HR-related government grants

• Organize employee engagement and CSR activities

• Be the POC and key person working with the external consultant for HR and organizational transformation project/s

• Partner with the finance department on monthly payroll including CPF and claim matters

• Partner with management board for Business Continuity Planning for emergency/pandemic scenarios

• Partner with management board for short- and long-term manpower planning

• Partner with the management board and finance department for Compensation & Benefits analysis
