Role Summary

Reporting to Head of Regional HR in ENGIE South East Asia (ESEA), the incumbent will assist in the strategizing, planning, development and execution of the Learning & Organizational Development (L&OD) framework, policy and procedure across ESEA cluster including Singapore, Malaysia, Philippines and China, and in collaboration and alignment with AMEA regional hub and ENGIE Group. The incumbent will be responsible to plan, drive, manage and deliver the endorsed L&OD objectives, targets and outcomes in accordance with the endorsed overall strategic plans and interventions across all regional entities at ESEA cluster.


This individual is expected to work independently while collaborating with ENGIE Group, AMEA Hub, ENGIE University, ENGIE SEA, business leaders and entity HR leads to ensure strategic and operational alignment for all aspects of learning and organizational development.


Learning and Development

  • Develop & implement Learning and Development framework, policy and processes for ENGIE SEA entities to meet ENGIE SEA's strategic business direction and goals
  • Collaborate with key stakeholders to identify training needs at entity, functional and individual levels in alignment with ENGIE SEA cluster business needs and goals
  • Create and maintain the “Total Learning Plan” for annual reporting and monitoring of training budget and utilization of all entities at ENGIE SEA cluster level.
  • Develop a competency matrix to map for the future and update build capabilities
  • Source, identify and manage internal and external training providers for the development and delivery of key learning programmes through various modes of training and within allocated training budget. Ensure follow-up on available training subsidy and training bond where applicable.
  • Provide guidance for Regional HR's training implementation at their country level
  • Assess and monitor the training impact and effectiveness of training delivered.
  • Manage other learning and development activities, including communications and reporting as needed.
  • Support AMEA hub and ENGIE Group/ENGIE University learning days, learning festivals and/or mandatory learning programs.
  • Manage Learning Management System (LMS) in the system
  • Data Manager of LMS to ensure data accuracy and consistency for data analytics for analysis and management reporting
  • Prepare monthly/quarterly learning report, quarterly Group’s Social Reporting and ad-hoc report

Talent Development

  • Provide support to the People Position Review (PPR) process to identify talent for succession planning, preparing future leaders and development interventions
  • Design and manage a local Emerging Talent (ET) program from program design , development, implementation, monitoring and assessment.
  • Provide support for ENGIE Group’s Talent program to develop and engage high-potentials talents to prepare them for ENGIE Group’s strategic roles.
  • Develop and manage the budget for talent development initiatives


Organizational Development

  • Develop organization development strategies and initiatives to support the strategic direction of current and future organizational needs in building the right culture and behavior with relevant stakeholders
  • Provide process data and analytical support for ENGIE Group’s annual Employee Engagement Survey exercise – from questionnaire review, data preparation, communication and canvas for participation rate, cascade survey results and develop action plans for continual development
  • Implement strategies and initiatives to enhance employee engagement, performance and organizational excellence
  • Design and implement programs and activities that promote employee engagement, development and collaboration
  • Collaborate with external consultants and stakeholders on organizational development initiatives


Requirements

  • Bachelor's Degree in HHuman Resources, Organizational Development, Training and Development or related field of study. Master’s Degree will be added advantage.
  • At least 6 years of relevant work experience in training and organizational development management in leadership capacity
  • Excellent track record in overseeing end to end full learning and development processes and developing and executing successful training programs/on-the-job training programs or learning interventions
  • Experience analyzing company needs, planning, development, and implementation
  • Strong communication (written & spoken) skills, good drafting and graphic design skills for announcement, marketplace posters and presentation/training materials.
  • Good team player and an individual contributor. Possess strong business acumen, agility, and ability to navigate well in a highly matrix organization.
  • Ability to deal with ambiguity and influence cross-functional teams is highly important.
  • Ability to work in a fast-paced environment, good project management and delivery of results within timeline and quality impact.
