Summary

Open to all current Office of Workers' Compensation Programs, Division of Federal Employees' Longshore and Harbor Workers' Compensation/Federal Employees' Compensation Act , employees with competitive status.

This position is located with Office of Workers' Compensation Programs/DFELHWC-FECA, Branch of Hearings and Review.

This position is outside the bargaining unit.

Duties

For Supervisory Workers' Compensation Claims Examiner, GS-0991-15: Oversees the formulation of procedures for the administration of the appeals processed by the Branch of Hearings and Review to include Oral Hearings and Reviews of the Written Record. Performs comprehensive evaluations of Branch performance by utilizing data analysis, review of individual decisions, audits and makes adjustments to broad objectives of the Branch to address evaluation findings. Reviews the oral hearing record (transcript) and the resulting hearing decisions of the Hearings and Review claims examiners and hearing representatives in cases in which oral hearings are conducted and in cases not in posture for hearing where a remand or reversal is issued prior to the hearing and reviews decisions following reviews of the written record. Reviews those pending cases referred by the claims examiners/hearing representatives on difficult problems for which precedent does not serve as a guide or that involve unusual questions of fact or medical consideration. Makes decisions on problems presented by the Branch as necessary. Represents the DFELHWC Director and the OWCP Director on all phases of the FECA hearings program functions within the Department, with other Federal agencies, congressional offices, union officials, private and other industry organizations, claimants or their respective representatives, and individuals within the medical community. Negotiates and deals effectively with officials throughout the organization and advises management officials, as appropriate. Develops, establishes, and evaluates Hearings and Review regulations, policies, and standards directly related to the appeal options under the jurisdiction of the Branch. Prepares and maintains the Hearings and Review chapter of the FECA Procedure Manual.
