JOB SUMMARY:


This job requires the delivery of HSE programs and ensure that it is effectively implemented to meet its intents and the goals.


RESPONSIBILITIES AND DUTIES:

  • Provide HSE advice and manage all aspects of HSE.
  • Manage and implement HSE programs with stakeholders to achieve compliance.
  • Carry out compliance check.
  • Perform follow up to ensure effective implementation of the programs and recommendations.
  • Compute the HSE information, performance statistic and man-hours.
  • Analyse HSE data, risks, conditions and practices.
  • Recommend and implement measures to improve performance and control risks.
  • Ensure effective communication of HSE information.
  • Work with stakeholder to review the effectiveness of the programs.
  • Coordinate the emergency response and confined space drill.
  • Ensure documentation of the drill and implementation of the recommendations.
  • Work with stakeholders to ensure validity and content relevancy of the hazard evaluation.
  • Facilitate implementation of new compliance measures.
  • Manage the online learning platform and develop training according to the operation risks and compliance needs.
  • Initiate 2 yearly HSE communication survey, consolidate results, review and provide feedback.
  • Work with neighbour companies to ensure HSE.
  • Participate in incident investigation, monitor the status of the recommendations and create HSE alert to share the incident.
  • Assist with the management of the HSE management system and audit.
  • Provide up to date information for the management review.
  • Lead and manage the inspection program.
  • Participate in MOC/PSSR.
  • Support audit process.
  • Ensure proper management of the emergency response equipment.
  • Initiate contractor meeting and work closely with them to ensure compliance.
  • Work with HR and Department Head to address abnormal health screening result.
  • Initiate fit test and proper documentation of records.
  • Ensure implementation of hearing conservation requirements.
  • Work as an assessor and authorized manager for work at height permit.
  • Work as a hot work and confined space assessor.
  • Manage the forklift and aerial work platform register.
  • Manage the PPE inventory.
  • Provide HSE monthly report to President.
  • Recommend and implement actions to improve HSE performance.

WORK SKILLS:

  • Able to use Microsoft office.
  • Good working knowledge of the HSE legislation and the ability to roll out effective solution to achieve the desired goals.
  • Good knowledge of the management system and the nature of process work activities.
  • Able to work as a confined space and hot work assessor.
  • Good organizational skills and attention to detail.
  • Good analytical and problem solving skills.
  • Able to communicate and relate well with various stakeholders.
  • Good written communication skills.
  • Patient, assertive and respectful towards colleagues.
  • Able to focus and work under pressure and in a dynamics work environment.
  • Strong level of initiative and monitoring.
  • Strong level of responsibility with the ability to facilitate and ensure progression of programs to achieve the desired results.
  • Strong learning ability.
  • Able to work independently and in a team.

EXPERIENCE:

1. 3 years of work experiences in Oil/Petrochemical facility.

  • Familiar with HSE management system.

EDUCATION:

  • A recognized engineering diploma.
