Vice President Research (VPR) office is responsible fordriving and defining the NTU research strategy; liaising with andimplementing ministry's guidelines relevant to research; liaisingwith administrative units to develop, coordinate, and executeresearch policies; and ensuring resources are available to deliverNTU's research plans.

As a DeputyDirector/Director, this role will work with senior researchleadership and involve in providing strategic leadership andoperational support in all research matters in the VPR office..He/she will be responsible for formulation, implementation andregular review of research policies and procedures. This alsoincludes assessment of the University's overall performance inresearch initiatives/progammes to provide assurance that it isimplemented within University and funding guidelines.

Responsibilities:
  • Providestrategic and operational leadership of VPR Office and drive changemanagement;
  • Develop, review and implementpolicies frameworks, and guidelines that guide research activityacross NTU. Work synergistically with stakeholders to coordinatethe formulation and development of policy and procedural papers inrelation to the implementation of new initiatives and/or revisionof existing policies/guidelines;
  • Standardiseresearch related policies across NTU, ensuring governance andproper implementation in all schools, colleges and pan-universityresearch centres;
  • Collaborate with the variousstakeholders such as Research Support Office, Research Integrity& Ethics Office, Talent Recruitment and Career Support Officeto review processes/initiate new programs to drive RIE and NTUobjectives which includes to lead, integrate and synergise variousadministrative, operational and system upgrade matters acrossdifferent stakeholders;
  • Engage with variousstakeholders including senior research leadership of the school andcorporate labs, Human Resources, Finance, Procurement, IT, etc., toalign, bridge and improve processes;
  • Overseethe Committee on Space Planning and Allocation and ensure thatUniversity space are effectively and efficiently utilised and inconsistent with prevailing laws and universitypolicy;
  • Develop Standard Operating Proceduresthat are in alignment with the NTU's policies and procedures andensure sound corporate governance andcompliance;
  • Proactively develop, review anddrive improvements in the research's structure/system/process andwork to enhance organisation'seffectiveness;
  • Leverage on analytics to assessthe effectiveness of research strategies and initiatives, enablingcontinuous improvement;
  • Evaluate historicaldata on research outcomes and funding effectiveness to optimizeresource allocation;
  • Implement data-drivenreporting systems to streamline compliance monitoring andreporting;
  • Develop and manage annual budgetsfor the organization and performs periodic cost and productivityanalyses.


Requirements:
  • Aminimum of a Master's degree, preferably PhD degree with R&Dbackground;
  • Proven experience in a similarcapacity with demonstrated competency in leadership, strategicplanning, decision-making and stakeholderrelationship;
  • Prior work experience ininstitutes of higher learning or in managing research sponsoredprograms will be advantageous;
  • Proficient instatistical methods and techniques for analyzingdata;
  • Proficient in data visualization toolssuch as Power BI and ability to create clear, compellingvisualization to communicate insights;
  • Requirescomprehensive understanding of the educationlandscape;
  • Strong interpersonal andcommunication skills and the ability to work effectively with awide range of constituencies in a diversecommunity;
  • Ability to supervise and trainemployees, to include organizing, prioritizing, and scheduling workassignments;
  • Ability to foster a cooperativework environment;
  • Employee development andperformance managementskills.
