Overview

Lead, Licensing & Regulatory Affairs – APAC, Project Kuiper supports licensing strategies aligned with business and service priorities. This role manages complex regulatory projects dealing with satellite and spectrum regulations in APAC, with a focus on the Pacific Islands. The candidate will work with engineering, business, legal, and policy professionals to execute licensing strategies, identify regulatory risks, support business opportunities, and liaise with national, regional, and international telecommunications organizations. The role shapes regulations affecting NGSO communications, access to Ka-band and other frequencies for satellite services, and other relevant regulations in collaboration with stakeholders.

Note: This position may require access to information, technology, or hardware subject to export control laws (EAR/ITAR). Employment is contingent upon obtaining required export licenses or approvals from the U.S. government based on nationality and other factors under applicable regulations.

Key responsibilities
  • Develop and execute licensing strategies across APAC, especially the Pacific Islands, aligned with Kuiper technical, business, and customer objectives; develop budget projections for licensing, regulatory, spectrum, and related fees.
  • Secure and maintain licenses to enable Kuiper services (satellite system, earth stations/gateway stations, user equipment, spectrum occupancy, and services); ensure compliance with national regulations, deadlines, and regulatory/fee requirements.
  • Enhance customer experience by shaping national and regional policies affecting NGSO systems, the 20/30 GHz band, and space safety, in collaboration with stakeholders.
  • Engage with national and regional telecommunications organizations, regulators, industry actors, and trade associations in multiple countries.
  • Identify regulatory risks that may impact Kuiper's deployment in APAC and the Pacific Islands, and develop strategies to mitigate those risks.
Basic Qualifications
  • Bachelor's degree in a relevant discipline (e.g., telecommunications).
  • 8+ years securing licenses for telecommunications services and ensuring regulatory compliance, shaping regulations for provision of services, and managing spectrum.
  • Experience with licensing of satellite and/or telecommunications networks and knowledge of NGSO systems.
  • Strong analytical, problem-solving, and communication skills.
Preferred Qualifications
  • Experience coordinating with high-level government officials and collaborating with technical and non-technical teams.
  • Experience applying ITU Radio Regulations and participating in WRC preparations; familiarity with APAC regional organizations.
  • Exceptional verbal and written communication skills; self-starter with results orientation.
  • Demonstrated ability to influence, negotiate, and exercise good judgment; engineering degree.
