The issues we face are complex and multi-faceted, and affect how the Public Service operates and organises itself. Internally, the changes in our workforce profile necessitate a new approach to how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business. To prepare the Public Service for these changes, we have begun the journey of Public Sector Transformation to better serve Singaporeans. We do this by championing public sector innovation, transforming citizen and business service delivery, building a future workplace, and supporting transformation efforts in the Ministries and Statutory Boards. Key Responsibilities Develop and drive strategies to enhance Public Service employee experience, so that we have public officers who are inspired, supported and equipped for the future. The role involves corralling various partners within PSD and externally to improve employee experience, such as the following: Enhancing the wellbeing of public officers through initiatives such as Public Service Wellness Ambassadors and the implementation of the Public Service-wide Employee Wellness Programme. These efforts seek to create a workplace where wellbeing is a priority for individuals, supervisors/leaders and organisations; Creating work environments which are flexible and foster collaboration among officers within teams, organisations and Whole-of-Government, through levers such as and HR policies; Enhancing officer productivity and sense of purpose through the use of digital tools such as Workpal and service journeys to improve work experience. Creating an engaged and empowered workforce by strategising and implementing initiatives to improve organisational culture in the Singapore Public Service. Working with our partners to develop interventions that allow the workforce to experience continued growth and development. Develop networks and build knowledge relating to innovation, organisation development, and practices, methods and tools that can improve employee experience and organisational culture, and continually keep abreast of global developments in this space. What we are looking for Requirements We are looking for people who enjoy ambiguity, are not afraid to get under people’s skin, can generate lots of collaboration, and see opportunities in constraints. Most of all, failure does not stop you and you keep going and push boundaries. Key Competencies Required Strategy Development and Sound Judgement : Develop well-considered strategies and frameworks for public sector transformation initiatives. Demonstrate strong analytical and critical thinking abilities to understand external factors and global trends impacting organisational performance. Articulate business context, and work with ambiguity and loosely defined problem spaces to synthesise data points and ground realities. Propose sound and innovative solutions to complex issues whilst considering long-term strategic implications and stakeholder impact. Working Effectively with Stakeholders : Build and maintain strategic partnerships across Public Service agencies to drive public sector transformation. Influence and align diverse stakeholders towards common transformation goals. Have the ability to communicate effectively, both written and oral. Facilitation and Engagement : Convene engagement sessions with various stakeholders, and design and implement facilitation plans to drive strategic change and public sector transformation. Such sessions may involve large or multigroup discussions, or discussions involving senior leadership in Public Service. Project Execution : Implement and monitor all aspects of a project, strategically using resources to achieve the objectives in an effective and efficient manner within the agreed timelines, costs and performance expectations. Work Experience At least 10 years of work experience, with policy and/or operational experience, and an interest in innovation, organisational development, and ways to drive transformation and innovation. Strong facilitation and communication skills are essential. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be offered a 2-year contract in the first instance.
