Deputy Director, Human Resource Management

What the role is: You will lead the HRM department and provide guidance on work related to Workforce Planning for STB, HR Business Partnering, Green Harvesting and HR operations. This role will require you to work closely with internal stakeholders (rest of HR teams and STB line units) and external partners (e.g. LinkedIn, Bright Sparks, other public sector agencies). What you will be working on: The job scope includes but is not limited to the following areas: Leadership and supervision . Provides leadership and supervision to the HRM department in work deliverables and stakeholder engagement. Advises DHROD and STB Management team on HR management policies and initiatives. HR Business Partner Function . Provide guidance to team, in close consultation with line units, on HR matters in STB including recruitment, deployment (including overseas postings), and staff management issues. Lead the team to oversee manpower planning and estab management for STB, as well as partner Regional Offices to ensure in‑market HR governance. Green Harvesting . Oversee the recruitment, deployment and management of fresh graduates into STB, via our Internship Programme, Management Associate Programme and STB Scholarships. Liaise with Comms Team to sustain and strengthen employer branding efforts. HR Operations . Ensure synergy between HR processes and HR policies, and to streamline work administration where possible. Supervise HRM team to deliver administration support for our HR information system (i.e. Workday) and to facilitate end‑to‑end employee lifecycle changes, such as inflow, outflow, deployments and other staff movements. What we are looking for: Preferably - minimum 12 years of work experience, including at least 5 years of supervisory experience. People manager skills are critical, with proven track record of delivering results when leading teams in the past. Strong grounding in policy and able to translate and drive policy from review/development to implementation. Strong analytical skills and able to deliver results through and with the team. Strong communications and written skills. Strong team player and good stakeholder management skills; able to build trust and credibility with key stakeholders. An enthusiastic and driven self‑starter, and able to think innovatively to improve current states. Have an interest/passion in HR and able to adapt market trends for STB. Showing good business acumen, analytical thinking and judgement. Working effectively within STB to achieve results. Working effectively with stakeholders outside STB. Serving with heart, commitment and purpose. Being innovative and learning continuously. Driving outcomes by thinking strategically with a transformational mindset.
