Job Description

This position will be primarily responsible for driving the evolution of the Rainbow resource management platform and the business process. This role focuses on enhancing Rainbow value through data expansion, algorithmic innovation, and governance-driven resource optimization. Key deliverables include developing the charge back module, enabling task-based resource management, and establishing cross-functional governance for decision making.

Responsibilities

• Develop charge back module to enable task-based resource management and transition from a role-based model to a task-based model
• Establish governance process for resource management
• Continuous data evolution and algorithm development to enable resource forecast for annual operating plan (AOP) reference
• Develop and optimize modules of Forecast & Allocation and Retrospective Task-based Workload to enable effective resource management from planning to execution
• Generate and optimize study-level internal cost using Rainbow data for governance reviews
• Implement the overall dashboard for consolidated reporting and cross-functional reviews

Additional Responsibilities

• Engages stakeholders and identifies business requirements
• Manages the identification and selection process of clinical vendors
• Generates Requests for Information (RFI) and Requests for Proposals (RFPs) and budget grids
• Coordinates bid defenses and proposal review meetings and provides analysis to project teams
• Contract lifecycle management: manages clinical contracts and change orders, including negotiation of scope of work, payment terms and budgets
• Ensures quality oversight of suppliers by partnering with suppliers and internal stakeholders to identify, manage, escalate and resolve issues related to supplier performance
• Measures supplier performance using scorecards/metrics and communicates feedback to suppliers
• Facilitates and executes supplier governance meetings and operating reviews
• Develops effective partnerships with suppliers and internal stakeholders
• Identifies current outsourcing trends and develops outsourcing processes and procedures
• Leads and contributes to complex functional or company initiatives and special projects as identified by executive management or business need

Qualifications

• BS/BA degree in related discipline and 10+ years of related experience; or
• MS/MA degree in related discipline and 10+ years of related experience; or
• Equivalent combination of education and experience
• Efficient in Microsoft Word, Excel, and Outlook
