What you will be working on Investment & Portfolio Management Develop and execute investment strategies for reserves management in accordance with investment guidelines and policies Manage investments in External Fund Managers, Singapore Government Securities, and Corporate Bonds Monitor market conditions and identify investment opportunities within approved risk parameters Conduct financial analysis and due diligence on potential investments Maintain relationships with banks, financial institutions, and key stakeholders Treasury Operations & Risk Management Develop and maintain rolling cashflow forecasts and projections for optimal working capital management and determine funds available for investment Handles treasury operations including monthly closings, bank reconciliations, year-end audits, investment related financial reporting standards compliance Initiate and lead various treasury related projects to automate processes and streamline operations to improve existing efficiencies Corporate Card Programme & Banking Operations Oversee end-to-end corporate virtual credit card programme administration including issuance, cancellation, limits, compliance and transaction monitoring. Administers bank account operations, approval matrices and e-banking systems including user access management. Governance & Reporting Ensure compliance with investment policies, guidelines, and regulatory requirements Review and update treasury policies and procedures as needed Prepare regular portfolio performance reports and investment analytics for management and Finance Investment Committee (FIC) Present investment recommendations to FIC and Board for approvals Develop and maintain treasury dashboards with key performance metrics (What we are looking for) Bachelor\'s degree in Finance, Economics, Accountancy or related quantitative field Professional certification (CFA, FRM) preferred Minimum 8 years of experience in Finance, inclusive of relevant experience in treasury or investment management in fixed income securities and portfolio management Other competencies: Advanced cashflow forecasting and financial modelling capabilities Proficiency in investment risk management frameworks Advanced Excel skills Outstanding communication and stakeholder management capabilities Detail-oriented with strong governance mindset GovTech is an equal opportunity employer committed to fostering an inclusive workplace that values diverse voices and perspectives, as we believe it is key to innovation.
