Job Summary The Treasury Markets COO is the custodian of the Treasury Markets franchise and runs its engine room, ensuring that over 120+ traders across 40 markets are fully enabled to run the business safely, efficiently, and effectively. The role spans three core mandates: Business Enablement: Providing end-to-end support to the trading business across systems, processes, controls, operational risk, conduct, compliance, audit, product enablement, and booking models. The COO team acts as the engine room that keeps day-to-day Treasury Markets operations running seamlessly. Transformation & Change: Driving global change and transformation through a dedicated team that manages system upgrades, process re-design, and large-scale project delivery. Treasury Connectivity & Strategy Alignment: As a member of the wider Treasury COO management team, the TM COO plays a pivotal role in connecting the dots across Capital, Liquidity, FTP, IRRBB, and RRP. This ensures that Treasury Markets is fully aligned with the broader Treasury strategy, and that insights from TM are brought into enterprise-level decision making (and vice-versa). Responsibilities Strategic Objectives – Define the strategic objectives of the Treasury Markets function with the COO, Treasury and TMMT, align with Treasury goals, identify key business drivers, regulatory requirements, and technology landscape needs to shape the operating model. Process Optimisation – Review existing processes and workflows to identify optimisation opportunities, map end-to-end processes, analyse efficiency, remove bottlenecks, and streamline workflows. Technology Integration – Drive the Treasury Markets Change book of work, steer TM architecture strategy with FM, assess infrastructure and systems supporting desks and operations, and identify opportunities for automation and digitisation. Risk & Compliance – Oversee risk identification, assessment, and mitigation within Treasury Markets and supporting teams, ensuring regulatory and internal policy compliance. RCSA Ownership – Own and manage the Annual Risk Control and Self-Assessment (RCSA) for the TM process universe, provide a consolidated view of risks and controls, and obtain approval from the Global Head of Treasury Markets. Operational Excellence – Implement and enhance processes to streamline workflows, minimise risk, and optimise resources within Treasury Markets and its support functions. Risk Management Understanding – Ensure understanding and compliance with risk management requirements. Controls & Culture – Drive a culture of controls evidence and challenge, with clear processes and remediation mechanisms against external risk. Balance Sheet Forecasting – Understand and comply with Balance Sheet Forecasting governance processes. Business Initiatives & Product Roll-out – Support new TM initiatives and product launches (e.g., covered bonds). Policy & Conduct Alignment – Ensure alignment with Group policies, regulatory frameworks, and expectations; align TM data analytics and booking models with enterprise standards. Digital Transformation – Drive adoption of innovative technologies and digital solutions to enhance operational capabilities, user experience, and liquidity/risk management for TM globally. Transformation Advocacy – Act as a transformation advocate across senior and practitioner colleagues, driving culture, process, and technology change. Collaboration with FM – Work with FMO COO, Change and Tech teams to prioritise TM requirements within the FM BoW and establish an effective partnership with the FM COO, change and tech teams. Prioritisation & Delivery – Provide clear prioritisation and requirements to technology and change teams; lead Build & Maintain (B&M) model using Microsoft Azure DevOps (ADO) for programme management and change release into production. Governance & Reporting – Chair the Treasury Markets Refinement forum, tracking and presenting TM projects, investments, benefits, risks, dependencies, and mitigations. Engagement – Participate in GCFO QPR to ensure TM coverage in all aspects. People – Lead and develop a high-performing team with guidance, mentorship, and growth opportunities. Strategic Planning & Growth – Develop and execute strategic plans aligned with Treasury, GCFO and growth targets; ensure alignment with the bank’s Fit for Growth programme. Data & Analytics – Collaborate with Treasury Modelling & Platforms, Treasury Product Control, GCFO Data Analytics Change, and FM Data management to formulate a TM data analytics strategy with dashboards; enhance Daily TM PnL reporting to support forecasting capabilities. Data Gaps & Remediation – Identify data gaps and partner with the Treasury COO data lead, GCFO data lead, or FM COO to establish remediation paths. Stakeholder Collaboration – Partner with Treasury SMEs to drive TM data analytics, predictive tools, forecasts and risk management tools. AI Strategy – Establish an AI strategy to augment capabilities and enable faster data-driven decisions. Ethics & Conduct – Demonstrate exemplary conduct, embed Group ethics and Conduct Principles, and ensure compliance with applicable laws and the Group Code of Conduct. Regulatory & Business Conduct Display exemplary conduct and live by the Group’s Values and Code of Conduct. Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.
