Manager / Senior Manager, Workforce and Talent Development The Institute of Banking and Finance (IBF) is driving workforce competency and transformation essential to Singapore’s growth as an international financial centre. Working with industry, government agencies and training providers, IBF equips finance professionals with capabilities to support Singapore’s financial services growth. Since October 2020, IBF has been appointed the Jobs Development Partner for the financial services industry by the National Jobs Council. IBF ensures the sector’s workforce remains relevant amidst changing industry trends through jobs and skills initiatives. These include career conversion programmes to re‑skill finance professionals, building new talent pipelines for growth areas, and personalised career advisory for jobseekers exploring new roles or a career switch into financial services. As the national accreditation and certification agency for financial industry competencies, IBF collaborates closely with the industry to set competency standards and raise the quality of finance professionals via the Skills Framework for Financial Services. IBF also administers regulatory examinations on behalf of the Monetary Authority of Singapore and industry examinations such as the Client Advisor Competency Standards and Financial Markets Regulatory Practices. The Workforce Transformation and Talent Development Divisions play a key role in supporting IBF’s mandate as the Jobs Development Partner for the Financial Services sector. They engage the industry and stakeholders to understand workforce and talent development trends, and design and implement initiatives that meet the industry’s manpower needs. Responsibilities: Study emerging trends and changes in the financial sector that impact workforce transformation and talent development by engaging stakeholders and adopting a data‑driven approach. Generate insights and propose strategies and interventions to enhance employability of financial sector professionals and young talent while meeting industry manpower needs. Collaborate with government agencies, financial institutions, industry associations, and union partners to design, develop and implement workforce transformation and talent development initiatives efficiently and at scale; perform management reporting and presentations on strategies, interventions, progress, and outcomes. Organise and conduct industry briefings and outreach events to raise awareness of the initiatives among financial sector professionals. Requirements: At least 3 years of experience managing workforce transformation, talent development or organisation development initiatives. Strong communication, presentation and public speaking skills. Ability to engage stakeholders, synthesise complex issues and feedback into actionable strategies and interventions.
