Purpose
Contributes to the overall success of the Human Resources (HR) in Singapore ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures. The incumbent is part of the HR Shared Services team and contributes to the HR department success in achieving business objectives by building and maintaining a capable workforce that will be committed to delivering Bank's strategies and promoting Scotiabank as an Employer of choice.

 

Accountabilities
•    Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
•    Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
•    Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/ sanctions and conduct risk.
•    Champions a high-performance environment and contributes to an inclusive work environment.

 

 

HR Operations for APAC countries- Employee Life Cycle and Off-boarding
•    Respond to queries from Employees on HR related matters
•    Act as the key liaison with Ernst & Young for employment pass related matters
•    Performing file audits to ensure that all required Employees documents are collected and maintained
•    Generate Promotion/Transfer Letters/Salary Adjustment/Contract Renewal/Addendum/Extension of probation Reference Letter etc
•    Administer confirmation process for probation and invoice processing;
•    Collate and summarize employee movement on a monthly basis;
•    Prepare Acceptance of Resignation Letter and Leavers/Resignees to sign-off;
•    Liaise with Leaver/Resignee and IT on properties/items to be returned to the bank and sign-off all documents
•    Liaise with Leaver/Resignee's Line Managers to complete the Exit Interview questionaire;
•    Notify all relevant departments on Leaver/Resignee's last day to terminate all access;
•    Manage tickets routed to HR Shared Services team via Case Management System;
•    Well-equipped with good knowledge on HR policies and processes to be able to resolve tickets in a timely manner; 
•    Update and maintain organization chart on a monthly basis;
•    Update all government-related surveys. Eg. MOM, MAS etc; and
•    Any other duties/projects assigned.
 

 

Risk and Controls Administration
•    Ensure compliance with local statutory and regulatory requirements by keeping abreast of the latest legislations and enforcing adherence to these requirements;
•    Liaise with local Compliance team to ensure adherence to regulatory requirements including submission of accreditations to MAS of SFA/FAA Representatives and monitoring the completion of the CMFAS exams of the Representatives in connection with the licensing pre-requisites;
•    Follow and administer processes and controls related to Representative Notification Framework (RNF) and
Register of Dealer (ROD) for Singapore and booking of IBF exams;
•    Work with Risk and Control team on audits and annual refresh checks
•    Any other duties/projects assigned

 

 

Payroll Operations
•    Creation of new hires profile and maintaining employees profiles, allowances, claims in Timesoft system;
•    Ensure payroll process for Singapore is properly executed in accordance to the Bank’s and local regulatory guidelines and policies;
•    Ensure timeliness and accuracy of Singapore employee salaries, benefits and CPF payment;
•    Ensure timely and accurate submission of local tax reporting for employees;
•    Liaise with E&Y tax consultant on all tax related matter for expatriates and transferees to ensure timely submission on their tax returns to local tax authorities;
•    Advising on pay and other remuneration issues, including promotion and benefits;
•    Providing remuneration cost for Financial Reporting;
•    Responsible for monthly HR accrual entries;
•    Submit Government grants/claims;
•    Manage tickets routed to HR Shared Services team via Case Management System;
•    Well-equipped with good knowledge on HR policies and processes to be able to resolve tickets in a timely manner; 
•    Participate in Time & Attendance’s project implementation and Payroll Outsourcing to third party vendor; and
•    Any other duties/projects assigned

 

 

A University degree/Diploma from a recognized institution. Professional Human Resources designation or equivalent work experience is preferred.
•    With at least 4-8 years of Human Resources work experiences preferably in the banking industry.
•    Fast learner with a keen eye for detail.
•    The incumbent requires a good understanding of the Bank’s Human Resources policies and practices including compensation and benefit programs in order to respond effectively to enquiries.
•    Good interpersonal skills and must possess well-developed written and oral communication skills to effectively deal with employees’ queries.
•    Demonstrates flexibility and good organizational skills to effectively deal with multiple demands and changing priorities.
